Workforce Group (WFG) seeks an experienced Cost Reviewer to support disaster recovery and rebuilding efforts by evaluating construction cost estimates for labor, materials, and general contracting. This role is responsible for reviewing and validating contractor estimates, and ensuring compliance with FEMA, HUD, and Florida Building Code regulations. The ideal candidate will have expertise in construction cost analysis, budgeting, and procurement practices within the disaster recovery or public-sector construction environment.

Responsibilities :
* Review and analyze cost estimates for construction labor, materials, and general contracting expenses.
* Validate contractor bids, ensuring accuracy, cost reasonableness, and compliance with FEMA, HUD, and local building regulations.
* Utilize industry-standard cost estimation tools such as Xactimate, RSMeans, or similar software to assess pricing.
* Identify discrepancies in estimates and work with contractors to resolve cost-related concerns.
* Collaborate with project managers, engineers, and procurement teams to develop budget projections and funding recommendations.
* Provide comparative cost analysis for similar projects to ensure consistency in pricing.
* Assist in change order reviews by evaluating the financial impact of scope modifications.
* Maintain detailed documentation of cost reviews, including supporting data and justifications for recommended adjustments.
* Advise stakeholders on cost-saving strategies, labor allocation, and material procurement best practices.
* Support disaster recovery teams by ensuring cost estimates align with funding program guidelines.
* Perform other job-related duties as assigned.
Qualifications : 2+ years of experience in construction cost estimation, procurement, or project budgeting, preferably within disaster recovery or public-sector projects. Expertise in analyzing labor rates, material costs, and contractor pricing following industry standards.
* Proficiency in cost estimation software such as Xactimate, RSMeans, or similar tools.
* Strong understanding of construction budgeting, financial forecasting, and procurement regulations.
* Experience working with federal, state, or local agencies on cost review processes preferred.
* Excellent analytical and problem-solving skills with a keen attention to detail.
* Strong communication skills for engaging with contractors, engineers, and procurement teams.
* Ability to work in a fast-paced environment with tight deadlines.
* Certified Cost Estimator or professional certification in Construction Estimating, Project Management, or Procurement preferred.
* Experience with FEMA cost review processes, HUD-funded projects, or disaster recovery funding guidelines preferred.
