Business Development Manager - (PLMSP - Palladium) About Pacific Labour Mobility Support Program The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor-Leste to work in priority sectors in Australia.
The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access the PALM scheme in inclusive ways that maximize the benefits for the workers and national economies while minimizing risks from labour mobility participation.
Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity PLMSP will play a key role in supporting the Australian Government's expansion of the PALM scheme into new sectors, occupations, and worker skillsets.
It will also have a role in supporting sending countries to increase demand from Approved Employers (AEs) and industry for PALM workers; aligned with their national economic and social policy priorities.
The Business Development Manager (BDM) will lead the development and implementation for the PLMSP strategy for increasing awareness of and demand for Pacific labour amongst Australian employers.
This is a two-year opportunity with the potential for extension and can be based in either Palladium's Brisbane office or in Darwin.
This role reports into the Industry Expansion and BD Senior Manager.
The BDM will:
Support the development of an overall 'Expansion Approach' for PLMSP, consulting with sending countries, industry, DFAT, Department of Employment and Workforce Relations (DEWR) and other Whole of Government partners to outline the range of modalities through which PLMSP can increase industry uptake for the PALM scheme and demand for PALM workers.Engage with the Pacific and Timor-Leste Engagement team and sending country governments to better understand supply constraints, and priority industries for sending countries.Manage industry and country specific promotional and educational activities to increase awareness of the PALM scheme and demand for Pacific and Timorese workers by Australian employers; including communicating market analysis and industry demand to Pacific governments to help refine their outreach, recruitment, preparation and mobilization processes, facilitate market matching exercises between LHC AEs and non-PALM employers, organizing recruitment visits to Pacific countries for Australian businesses and working with the PLMSP communications team to deliver high impact marketing partnerships and outreach activities.Work with the PLMSP GEDSI team to identify innovative employment opportunities for women, people with disabilities and those from remote communities.Provide guidance; including in the form of written briefs and presentations on improvements to PALM scheme processes to reflect the needs of industry, that can reduce transaction costs while also ensuring good practice employment and safety standards are maintained.Build and maintain positive relationships with crucial industry and Government connections in Australia and the Pacific and provide DFAT and PLMSP leadership with market intelligence on issues, risks, opportunity and sentiment within industry on the PALM scheme.Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.We are seeking an individual who has:
Tertiary qualifications in a relevant discipline or an equivalent combination of relevant experience and/or education.Minimum 5 years' work experience in similar project support or management roles.Well-established networks with the Australian business community and a proven capacity to 'talk business to business'.A broad understanding of the workforce/labour needs across multiple Australian industry sectors.Relationships with the industry associations, business sectors and peak bodies and individual employers in a variety of industries.Strong stakeholder engagement and communication skills including the ability to develop trust and rapport with key internal and external stakeholders.Management experience and capabilities with strong interpersonal, communication skills with experience leading diverse teams.Excellent written and verbal communications skills in the English language.We are committed to building a diverse, geographically dispersed workforce to maximize our support.
