The OpportunityThe Senior Advisor Health, Safety & Wellbeing will partner with Council to ensure the delivery of business objectives through developing and implementing contemporary Health, Safety & Wellbeing system. The position will consult and work collaboratively within the Health, Safety & Wellbeing Group and more broadly with key stakeholders to strengthen outcomes for Council, including the continuous improvement of health and safety performance and ongoing development of organisational culture in relation to WHS standards and practice. You will have specific focus on overseeing operational WHS priorities and initiatives and provide expert technical advice across RCC's multi-disciplinary workforce on legislative requirements, industry practices and standards. This position will partner most closely with the Outdoor Workforce across areas such as city water, waste water, parks and conservation, roads & drainage, marine facilities, libraries and public spaces, city planning and tourism. Key Responsibilities Lead and assist the Safety & Psychological Health Team in the development and utilisation of strategic and operational processes, initiatives and programmes to address and improve WHS risk profiles; Undertake proactive inspections and audits of Council work locations and processes to monitor departmental WHS implementation and performance, including the integrity and effectiveness of WHS risk controls to identify actual, potentially failed or absent controls; Provide high level advice to people leaders and workers on the processes and practices that increase WHS maturity and maintain a culture that is focused on continuous improvement; Support the Safety & Psychological Health Team in the identification and management of WHS implications of organisational change and assist in the change process to minimise adverse effects and maximise positive effects of the change; Investigate and report on incidents and non-conformities indicating failures or absences of WHS risk controls and continuous improvement of the WHS risk management and system. Skills & Experience Detailed knowledge of contemporary risk management processes, principles and legislation; Demonstrated knowledge of contemporary risk management processes, principles and legislation related to WHS and demonstrated skills in providing technical advice and facilitating risk assessment for the management of critical risks; Proven ability to prepare and deliver WHS information, instruction and training to a diverse audience including workers, supervisors and managers to develop WHS skills and awareness in a large, complex organisation; High levels of interpersonal, negotiation, written and verbal communication skills and proven ability to liaise with workers, supervisors and managers on complex and controversial issues and build trusted business relationships to achieve improved health & safety outcomes; Tertiary qualifications in occupational health and safety (Advanced Diploma or Diploma) or related discipline combined with demonstrated experience in a Workplace Health & Safety Advisor position within a large and complex organisation.
