Project Overview: After more than 35 years operating as a successful uranium mine, the Ranger Project is entering its rehabilitation stage. Bechtel will be working alongside ERA and major stakeholder Rio Tinto to restore the land to the status of its surrounding World Heritage listed Kakadu National Park. A collaborative project, this project will be developed in consultation with the Mirarr Traditional Owners and will benefit the Jabiru community. Located 8 km east of Jabiru and 260 km south-east of Darwin, the Ranger Project will lead the way in the fast-growing area of mining closures. Interested to learn more? Job Summary: As Senior Contract Specialist (Studies) you will be the primary commercial point of contact for the study team and will perform both formation and administration of commitments. You will develop the subcontracting strategy and lead the contracts section of the Project Plan for Studies. You will compile and review bid details, commitments, and negotiations. "This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership” Major Responsibilities (include but are not limited to): Develop and issue contracts, purchase orders and services agreements as assigned by performing the following: Prepare bidders’ lists and pre-qualify bidders, Form bid request packages for packages that have a high value, complexity or risk and issue bid request packages to approved bidders, Coordinate bidders’ questions and provide answers to those questions, Receive bids and evaluate bids commercially, Lead negotiation of terms and conditions for assigned packages, Prepare Commercial Bid Summary and Recommendation for Award, Recommend and secure approvals in accordance with established procedures, Prepare contract and/or purchase order documents for execution, and, Prepare and maintain control and status reporting documents. Administer assigned agreements, maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties. Assess and process complex payment claims in a timely manner. Has a thorough knowledge of the Construction Contracts (Security of Payments) Act 2004 (NT). As Senior Contract Specialist (Studies) your inputs may be required to: Ensures that project contracting of goods and services is consistent with all applicable directives, management instructions and procedures and that such requirements have been implemented in the assigned area or project contract operations. Supports development and implements the Project’s contracting strategies, including the development and translation of the Supply Chain Assignment Schedule into a specific working contracting plan. Supports updates to the contracts section of documents such as the Closure Implementation Plan and represents Supply Chain in operational and/or project reviews and audits. Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority. Ensures all bids are accurately presented and follow established approval and signing authorities contained in company policies and procedures. Reviews and recommends bid selections that require higher approval authority. Provides support in the development, monitoring, and maintenance of project master contracts forms, including legal and commercial terms and conditions to be included in the project contract documents. Supports reviews of proposed negotiating plans developed in the commitment and resolution of commercial conditions of contracts,and participates in direct negotiations when required. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience. Required Knowledge, Skills, and Abilities: Broad experience in the formation, negotiation and award of all types of contracts, including cross-functional experience in two or more contract disciplines (formation, administration, prime, etc.). Knowledge of law, negotiations, accounting or cost engineering gained through education or experience. Knowledge and understanding of the project functional groups and company policies, procedures and work practices. Experience administering commercial agreements in the Northern Territory is an asset. Experience in an Ethics and Compliance role is an asset. Please note, Right to Work in Australia without employer sponsorship is required for this role.
