This role will deliver the towing programs including staff supervision, complex contract management, and providing sound and timely advice to management on all aspects of the program. This role will ensure departmental processes and policies are aligned to relevant legislative and regulatory frameworks and guidelines, building a culture of safety and continuous improvement, including with DTP's major suppliers.The role is responsible for ensuring contract and commercial outcomes beneficial to DTP and the general public. This requires working closely with senior management and DTP procurement.Well managed suppliers for Clearway, Accident, Abandoned Vehicle, and Hazard towing by leveraging KPI performance and operational review forums to ensure performance is delivered as contracted and expected by DTP.Effectively led, managed, motivated, and developed employees providing Clearway, Accident, Abandoned Vehicle, and Hazard towing services at a professional level, while being responsive to a fast-changing environment and delivering program outcomes on short timeframes.Effectively managed towing contracts (Clearway and Accident) including complex contract management and administration, commercial performance, staff supervision, provision of customer service, and accurate program reporting.Provided authoritative advice to all levels of the Department on clearway matters aligned to legislative and regulatory frameworks, that is relied upon to inform policy and decision-making.Proactively established and maintained strong relationships with relevant stakeholders and partners to support the delivery of the Department's objectives while representing and advocating for the towing program’s interests. This includes ensuring the commercial model and market approach are fit for purpose.KEY SELECTION CRITERIAThe ideal candidate will have proven leadership capabilities, with a strong track record of motivating, mentoring, and developing team members to achieve business outcomes. With excellent project management skills, the candidate will have demonstrated the ability to oversee complex programs of work, resolving challenges with creative solutions that improve processes and systems. They will possess exceptional verbal and written communication skills, able to convey clear, cohesive messages tailored to diverse audiences in a variety of formats. Additionally, the candidate will be experienced in providing expert advice to business areas and senior management, offering insights that support key projects and programs for DTP and the Victorian Government. Strong stakeholder relationship management is essential, with proven success in engaging and negotiating with both government and industry stakeholders to influence decisions and achieve program objectives.
