Guided by the recommendations of the Royal Commission into Early Childhood Education and Care, the Office is tasked with a significant responsibility: bringing together a holistic, connected system for early childhood development across South Australia, with the goal of reducing the rate of children entering school developmentally vulnerable.
About the role :
Use your data analysis and modelling skills to drive strategic decision-making in preschool provision, funding, and workforce planning, while making a meaningful impact on early childhood education policy. The Senior Economic and Financial Modelling Analyst will support evidence-based decision-making and problem-solving within the Modelling and Funding Policy team, reporting to the Manager of Modelling and Funding Policy.
In this role, you will be responsible for the following :
* Support the design, operation and review of data assets and models, and undertake data analytics services, to inform strategic decision-making.
* Transform policy and operational requirements into modelling and workflows, including describing the impact of different functions or choices and the risks when utilising them for decision-making.
* Under direction, update data elements within the statewide preschool provision model and support methodological changes and reporting over time.
* Promote a culture of continuous learning and improvement and upskilling within the Modelling and Funding Policy team.
* Utilise and interpret outputs from the statewide preschool provision model, including to generate data reports and briefings. This will encompass funding, infrastructure and workforce planning elements.
* Maintain relevant data sources and models across the work program and ensure data and information are tailored to the intended audience.
* Establish and manage relationships, partnerships and networks with key internal and external stakeholders, to help to identify needs, refine broad requirements and define the form that effective solutions might take.

To succeed in this role, you will bring the following key skills and experience :
* Technical expertise: You’ll need a high level of technical expertise in modelling, data analysis, and data visualisation. Demonstrated experience in Microsoft Excel and coding (R strongly preferred) is essential.
* Policy: Strong track record of contributing to policy analysis and complex advice, which applies data, data analytics, and data presentation to provide recommendations and support decision-making. While experience in early childhood education and care (ECEC) is not mandatory, a strong ability to translate complex data into actionable policy recommendations is key.
* Communication and Collaboration: You must bring exceptional communication and interpersonal skills to build collaborative partnerships with key stakeholders, including senior executives, to deliver specialist advice, briefings, evidence-based reports, presentations and data products within a complex work environment.
* Drive for Continuous Learning: This is a role for someone who is passionate about learning, improving, and driving positive change within a high-impact sector.
Qualifications :
A relevant degree in economics, finance, or another quantitative discipline (e.g., mathematics, statistics, psychology) is highly desirable, but not required.
Strong technical expertise in data analysis and financial modelling.
Experience in working with datasets, particularly in government or public policy contexts, is an advantage.

Additional Note :
Anticipated start date - End March, 2025. This is a full-time 2-year long term contract role (1.0 FTE) with potential to be made ongoing.
Special Conditions :
The successful applicant is required to gain a Department for Human Services (DHS) working with children check (WWCC) prior to being employed which is required to be renewed every 5 years before expiry. The incumbent will be required to undertake RRHAN –EC (Responding to Risks of Harm, Abuse and Neglect - Education Care) Facilitator Lead (Masterclass) extended course or the online (Fundamentals) course which will be required to be updated every three years.
