The NDIS Commission is the dedicated national regulator of NDIS service providers in Australia and a non-corporate entity under the Public Governance, Performance and Accountability Act 2013. The NDIS Commission’s core legislative functions Uphold the rights of, and promote the health, safety, and wellbeing of, people with disability receiving supports or services, including those received under the NDIS. About the Planning, Performance and Delivery Branch The Planning, Performance and Delivery (PPD) Branch is responsible for supporting the strategic agenda of the Commission Executive, including through the delivery of planning, performance reporting and project delivery. The Branch collaborates with other areas of the Commission on whole-of-Commission initiatives and works to establish coherent and consistent approaches to the development, co-ordination, delivery, reporting and evaluation of activities. The Branch comprises four teams: ePMO –a key enabling area, responsible for project oversight, change management and reform activities. The team monitors progress against initiatives, including the development of internal and external reporting and alignment with the Commission’s five-year strategic outlook. The team supports continuous improvement and provides the frameworks and structures to deliver innovative and effective projects that support the delivery of regulatory excellence and a one-commission approach. The team delivers and supports operational and enabling areas with the delivery of their high priority and time sensitive projects and initiatives and whole of commission projects. Planning, Performance and Governance – responsible for leading the Commission’s annual performance cycle that includes corporate and operational planning and reporting processes. This includes leading the contribution and coordination activities for the Annual Report and Corporate Plan, ensuring compliance with Public Governance, Performance and Accountability Act 2013 and alignment with the Commission’s five-year strategic outlook. The team are also responsible for the delivery of the enterprise governance framework, driving consistency and continued alignment of the governance framework with the Commission’s strategic and operational priorities Parliamentary Services -the (NDIS Commission) central coordination point for ministerial and parliamentary activity, including ministerial correspondence, ministerial submissions and 3 briefs, coordination activities such as Question Time Briefs (QTBs), Senate Estimates and parliamentary committee hearings. Commissioner Executive Support Team- the face of the Office of the Commissioner with a strong focus on stakeholder engagement and customer service, liaising with departmental staff, senior staff in the NDIS Commission, and counterparts in other Commonwealth agencies and state and territory governments. The Commissioner Executive Support Team provides high-level executive support to the NDIS Quality and Safeguards Commissioner and Associate Commissioner. They work together within their dynamic roles to identify linkages, anticipate needs and develop solutions where required, and provide advice and support the Commissioner on a day-to-day basis to ensure they are able to operate efficiently and effectively. About the branch The Centre of Excellence is charged with promoting consistent and high performing project management practices across the Commission through the development, delivery and maintenance of standardised frameworks, tools and training. Purpose of the role The Senior Officer, Centre of Excellence applies business analysis expertise and uses sound project management knowledge to maintain and support the continuous improvement of project management and reporting systems, tools, and training. Key duties Duties may include, but are not limited to, the following: Own and maintain ePMO methods, templates, and system accelerators, including coordination of enhancements and improvements to ensure systems and tools remain user-friendly, aligned to best practice and facilitate controlled project delivery. Support the delivery of project management training programs to project delivery personnel. Ensure project data is maintained in the correct format to enable project reporting. Maintain security permissions and access requirements for enterprise systems. Assist with the preparation of executive briefings. Contribute expert and innovative advice to guide the development of high-quality reporting that meets business and technical requirements and informs executive briefs. Comply with, and contribute to the maintenance of, the ePMO project management, change and reporting frameworks and associated artefacts. Skills, Knowledge, and Personal Attributes A positive and contemporary attitude to people with disability Applies strong analytical skills to solve complex problems and has good business acumen Excellent collaboration and facilitation skills Strong stakeholder engagement skills, including the ability to negotiate and influence outcomes, and build strong professional relationships Is proficient in project management methodologies (i.e. PRINCE2, PMBOK) and has an interest in maintaining ePMO systems, tools and templates 4 Is proficient in data analysis and skilled with key data visualisation tools (including Power BI). The following are highly desirable: Industry recognised training or qualifications in business analysis, together with skills and experience using and administering key data visualisation tools (including Power BI). Industry recognised training, qualification or certification in key project management methodologies (PRINCE2 or PMBOK) Some experience supporting the design and delivery of training in the workplace. Prior experience in a Business Analyst, Business Reporting, Project Management, or Data Analyst role. A sound understanding of the NDIS Quality and Safeguarding Framework and the National Disability Insurance Scheme Act 2013. Employment suitability requirements All NDIS Commission personnel are required to meet employment suitability requirements prior to, and throughout, their employment.
