About the role: Reporting to the Senior Manager, the Senior Analyst is responsible for supporting the identification and analysis of opportunities in respect of third party revenue. This includes private patients (both compensable and other private patients), Medicare Benefits Schedule (MBS) revenue, revenue received from private health insurers, revenue received for medical research and clinical trials, and other commercial revenues. The Senior Analyst would undertake benchmarking analysis, identify barriers impacting on the generation of third party revenue and develop implementation plans and guidance that may enable the generation of additional third party revenues. The Senior Analyst would work with areas across the Department, health services and other external entities in undertaking this work. The Senior Analyst role will work with a small team and contribute to complex analysis and analysis design as need This position is part of a specialist unit dedicated to driving financial improvement and capability across Victoria's health services. About you: An accomplished professional with demonstrated expertise in health service funding models, service delivery, improvement and capability, who can analyse and translate findings into strategies and effective programs, to establish governance and maximise success. You will have proven expertise in understanding and interpreting hospital financial information and analysing datasets to identify trends and patterns, along with the ability to interpret this data to assess effectiveness and drive informed decision-making. Your insights will enable you to provide expert, evidence-based advice. You will bring strong business and commercial acumen, skillfully optimising value and managing risks through informed decisions. With accomplished stakeholder management skills, you'll build partnerships and respond to the needs of diverse stakeholders. Your applied critical thinking will guide problem resolution within existing frameworks or through analysis where guidelines are absent. With a persuasive influence, you'll secure buy-in for ideas and proposals, and your leadership will uphold public sector values, drive team performance, and enhance engagement through recognition and accountability. Qualifications / Specialist Expertise Qualifications A bachelor's degree or higher in Finance, Economics, Data Analytics, Health Administration, Data Science, or a related field A high degree of understanding and knowledge of the health system funding is highly important. Knowledge of the Victorian budget processes, relevant departmental systems and environments is desirable. Specialist Expertise Experience with financial modelling, forecasting, and budgeting to analyse funding scenarios and revenue streams is desirable. Knowledge of Victorian public hospital operations, funding models/NWAU, and the impact of government funding, policy and reform on operations.
