Main Purpose:
Manage and execute the delivery of safe and efficient operations of the Impala Kwinana Fuel Facility, in a cost effective and incident free manner, ensuring compliance with all statutory requirements and Impala Standards.
Including, but not limited to management of stock and blending operations, manage third party stock and agreements, control operational and capital project costs, manage vessel loading and unloading operations, maintain product quality and availability, maintain relationships with key external stakeholders.
Provide senior leadership to the team and business unit, including motivation, training and development
opportunities to direct report(s). Ensure the Terminal operates to the highest Impala Standards of Safety, Quality
and Customer satisfaction.

Key Responsibilities : Responsibilities include but are not limited to:
1. Terminal Operations
Manage the operations of the facility to ensure safe and reliable operation. this will include the following:
1. Ensure availability of all products and stock to meet the requirements of customers and third-party stakeholders
2. As the senior representative for the site, be the point of contact for the business unit with oversight to all aspects of the terminal operations
3. Manage the relationship between any joint venture or third-party agreements
4. Effectively and efficiently manage the storage agreement between Impala and their customers.
5. Guarantee quality of product stored and distributed by the Terminal complies with the Australian Standards for Fuel
6. Ensure safe and efficient blending operations to meet Impala and customer expectations
7. Maintain strong relationships with Customers and Internal stakeholders (Sales, Supply and Customer Service) and communicate any potential supply issues;
8. Manage the efficient and safe discharge of products from ships, minimising demurrage due to the facility;
9. Implementing preventative maintenance programmes for terminal (TAG)
10. Minimising the impact of equipment breakdowns by quickly trouble-shooting problems, implementing effective solutions and planning for likely breakdown scenarios;
11. Development and implementation of effective processes, systems, procedures and training to support continuity and efficiency in operations and sales activities for the Terminal;
12. Management of operations expenditure and monthly scorecard reporting.
13. Establish and maintain Impala Standards, notably IMAS requirements and Operational Excellence programs.
2. Work Health & Safety
Ensure compliance with all statutory requirements with respect to health, safety, the environment and security. This will include the following:
14. Achieve and maintain Impalas safety system (IMAS) compliance
15. Ensure all terminal tasks and duties are carried out in accordance with IMAS and apply the IMAS employee responsibilities:
16. Accepting personal responsibility for their own safety and for preventing incidents
17. Inspect workplaces to identify potential hazards
18. Report all hazards to your supervisor
19. Immediately report all injuries to your supervisor
20. Know and fulfil the International and Australian Safety Policies
21. Follow all procedures and observe critical safety practices at all times
22. Ensure the proactive management of health, safety and environment issues;
23. Provision of an emergency response capability for the Terminal including Drills with Emergency Services and participation in local oil industry emergency response plans;
24. Ensure all Operations personnel are adequately trained;
25. Manage the Permit to Work system;
26. Procedures, work instructions, risk assessments and MOC are in place and followed;
27. Ensuring the facility holds current operating licences and that licence conditions are met.
28. Participate in all incident investigations and near misses
3. Product Supply
Manage product supply capability in the Terminal by actively managing the following:
29. Monitoring the daily and forecasted supply situation.
30. Manage continuity of supply and when shortages exist, manage the equitable allocation of product.
31. Communication to key stakeholders and customers of supply issues
32. Managing raw materials, additives, chemicals supply to maintain product quality and inventory control
33. Management of Inventory to ensure stock losses remain within acceptable limits, and investigate losses in excess of standard.
4. Capex
Effectively manage capital projects for the Kwinana Fuel Terminal, but not limited to:
34. Supporting Regional Operations Management with the Feasibility, Engineering, Procurement and Construction phases of externally managed projects;
35. Ensure all work is carried out to Impala and Australian/ISO Standards
36. Managing the delivery of projects through Feasibility, Engineering, Procurement and Construction phases for site managed projects
37. Ensuring all work that is carried out is compliant with Impala and Australian Standards; Ensure construction and execution of projects are compliant to IMAS requirements.
5. Ma i n tenance
Manage maintenance for the Kwinana Fuel Terminal, including, but not limited to:
38. Establish and monitor an effective maintenance work management process;
39. Ensure Impala’s CMMS (computer maintenance management system) facilities are accurate and utilised effectively;
40. Ensure the facilities maintenance tasks and duties are carried out in accordance with the Impala IMAS system;
41. Ensure the Terminals continue to comply with relevant Australian standards and other regulatory requirements to meet our legal operating obligations;
42. Manage contractors to IMAS requirements and site requirements;
43. Supervision of major terminal works upgrades and planned equipment TAR/Shutdowns, including the Permit to Work and IMAS safety system requirements
6. Financial
44. Coordinate the preparation of investment and expense budgets and monitor operations to ensure costs and expenditure are minimised and remain within budget

46. Identify and implement cost saving initiatives, and share with other operations
47. Monthly monitoring and reporting on expenditure against forecast and budget
48. Monitor and report on key measures including throughput volumes, maintenance costs, HSE, personnel, Unit Operating Cost

Knowledge, Skills and Abilities
Experience:
55. 10 – 15 years in the petroleum business, in managing major Liquid Petroleum Terminal, including up to 6-7 years in a leadership role managing storage business.
56. Vessel import/export operations
57. Experience managing commercial relationships and contracts
58. Engineering degree in an industrial discipline advantageous
