Your opportunity
You have the opportunity to join the QLeave team where you will contribute to workers in the building and construction, contract cleaning and community services industries to get the long service leave they have earned.
As Team Leader – Financial Management, you will lead, manage, coordinate and be accountable for the delivery of QLeave’s financial business partnering model and investment management function.
QLeave
QLeave is a statutory body established to administer a portable long service leave scheme for eligible workers in the
building and construction, contract cleaning and community service industries.
QLeave’s General Manager reports to the Minister for State Development and Infrastructure, Minister for Industrial
Relations and Minister for Racing through a Board of Directors in respect of each of the portable long service leave
schemes. QLeave is governed by three Acts and is responsible for over $1bn of funds under investment.
QLeave operates with Board governance who provide the financial skills necessary to ensure the longevity of the
schemes and includes employer and employee representatives.

Your contribution
Using your understanding and experience in the Financial Management and Investment function, you will:
• lead the Finance Business Partnering Group for the preparation, monitoring and reporting for planning, budgeting cycle and forecasting
• support the Manager to provide inputs into the board reporting from a QIC investment perspective
• conduct financial modelling and scenarios, to understand the potential impacts of changes to investment profile and investment projections from actuaries
• actively drive, administer and monitor investment opportunities in line with the Investment Policy Statement using a high level of understanding of different market protocols
• deliver finance and budget-related papers and briefs for Executive meetings, Board meetings, estimates hearings and management team meetings within strict timeframes
• prepare annual financial statements and budgets in accordance with the Financial Accountability Act 2009, Financial and Performance Standard 2019 and Australian Accounting Standards
• manage QLeave’s taxation activities and related reported obligations (e.g. FBT, BAS, GST and payroll tax)
• drive change and facilitate continuous improvement of the financial management system and processes in collaboration with own team and whole of organisation to create better practices, support a digital strategy and for a quality customer experience
• establish and maintain strong business relationships with key stakeholders to ensure effective management and reporting of financial performance including with QIC identifying opportunities to improve investment profile
• manage the risk assurance statement process for the function and collaborate on key strategies to mitigate strategic and cross functional risks
• assist in the review and update of financial management and investment policies and procedures to ensure that they are kept current in accordance with QLeave’s Controlled documents framework
• maintain and develop a culture of continuous learning across the team to enhance the attainment of effective, quality and efficient outcomes
• complete any other tasks as directed by your supervisor
This position reports to the Manager Scheme Sustainability, Budgeting and Financial reporting and supervises a team
of Finance Business Partners.

• ability to build connections for the team across the organisation to drive collaborative delivery of services
• proven knowledge of legislation and standards pertaining to financial administration and accounting
• knowledge and use of innovative planning, budgeting and forecasting tools
