The opportunity we have available
The Domestic Aviation and Reform (DAR) Division has an opportunity for a motivated EL2 to support the implementation of the Government’s aviation reform agenda, as outlined in the recently released Aviation White Paper.
The DAR Division is responsible for promoting an efficient, sustainable, safe, competitive air transport system. The Division stewards the domestic aviation sector by regulating airports, investing strategically in aviation services, and advising government on policy to serve Australia’s interests.
The Domestic Policy and Programs Branch provides policy advice to the Government on domestic aviation issues to help support Australia’s way of life. This includes undertaking domestic aviation sector industry intelligence and economic analysis; developing advice to Government on domestic aviation policy issues; and representing the department and Government at meetings with airlines, airports and other industry stakeholders.
In addition, the Branch administers a number of aviation programs that facilitate air connectivity to regional and remote airports and communities, as well as a program to help encourage girls and women to choose aviation as a career.
The Branch will play a critical role in implementing measures that will improve planning on and around airports, community education, and best practice approaches to minimising the impacts of aircraft noise, as set out in the recently released Aviation White Paper: Towards 2050.
What will you do?
As Director of this work program you will lead a range of workstreams including:
1. Working in coordination with the National Airports Safeguarding Advisory Group to update National Airport Safeguarding Framework (NASF) guidance on best-practice approaches for including aircraft noise exposure notifications on property titles for new developments, and preparing educational and training material on the NASF for local planning officials.
2. Developing guidance to pilots on ‘Flying Considerately’ to minimise noise impacts in residential areas, when operating under visual flight rules or outside of controlled airspace.
3. Update guidelines for Community Aviation Consultation Groups to set out ministerial expectations for greater community input.
4. Lead work to amend the Airports Regulations 2024 to implement related measures announced in the Aviation White Paper.
5. Lead work to amend other airport Regulations as required

Experience in regulation and/or legislative interpretation is required.
