Footprints Community is a well-regarded not-for-profit organisation, that has provided community-based support services across Queensland for over 30 years. We specialise in assisting older adults, individuals with disabilities, those experiencing mental health challenges, and people at risk of and experiencing homelessness.

ABOUT THE ROLE
This position is responsible for providing leadership and operational management of Footprints Aged Care Assessment Service, ensuring the delivery of high-quality programs and support that align with the Footprints objectives and the broader Strategic Plan.
The position also participates in researching, developing, and supporting specialist projects within the organisation that are aimed at broadening the capacity and expertise of the work undertaken by employees. This includes using current industry knowledge to analyse changes to legislation, policy, or practice, and developing appropriate and outcomes-based responses. This position provides expert advice and support to the Chief Service Delivery Officer, and actively contributes to building a sustainable organisation by identifying opportunities for service delivery growth and expansion.
KEY ROLE ACCOUNTABILITIES
Program Management
* Provide leadership and management of the Aged Care Assessment Service. Stay abreast of and analyse sector developments, incorporating business opportunities into service delivery.
* Develop and implement innovative models of service that are flexible and responsive to people who have complex needs, older people, people with disability, people who are homeless or at risk, and/or experience poor mental and physical wellbeing.
* Provide updates, reports and participate in other accountability processes to the Chief Service Delivery Officer in relation to the program delivery and other relevant activities.
* Develop, implement, and review policies, procedures and guidelines for relevant programs ensuring compliance with contracts and relevant legislation.
* Manage the delivery of sub-contracting arrangements, ensuring contractual requirements are met, and maintain strong working relationships with sub-contractors.
* Build and maintain strong working relationships with key external stakeholders including government bodies, community services/agencies and business groups.
* Represent Footprints and actively participate at various industry meetings and network events, ensuring that any pertinent updates are incorporated into relevant program and business areas.
* Inform and advise the Director Service Delivery about developments and initiatives in government policy, funding, and service provision trends.
* Collaborate with the Management Team to monitor program performance in line with relevant industry standards, legislation, and policy.
* Manage projects in accordance with project management methodology, ensuring project plans are developed, and projects are completed on time, within budget and to the standard required.
* Participate and provide guidance to research, evaluation, and consumer/carer consultation in relation to programs, services and projects undertaken by the organisation.
* Promote team communication and cooperation across sites and programs within the organisation.
* Collaborate with the Finance Manager/team in the oversight and management of program budgets, ensuring such budgets operate within their funding envelope.
Leadership
* Develop, mentor and coach team members to build individual and team capability, providing regular and timely feedback on performance.
* Provide leadership that fosters positive team cohesion in the achievement of high quality, evidence-based service provision, and that which adheres to the values of Footprints.
* Provide supervision to the Program Managers, and assistance to further develop professional practice, knowledge, skills, and leadership ensuring appropriate accountability and communication processes within and between programs.
* Work within the values, mission, and vision of the organisation of demonstrate these in the broader sector as a recognition of Footprints.
* Identify new business opportunities in consultation with the Director Service Delivery and in line with the Strategic Plan.
* Complete business plans for program areas, ensuring alignment with the strategic plan.
* Prepare funding submissions and operationalise new services.
* In conjunction with the Director Service Delivery, ensure that programs operate within the principles of good corporate and clinical governance.
* Proactively manage human resources (HR) matters including but not limited to recruitment and selection, learning and development, performance management and industrial relations matters, in liaison with HR.
* Contribute to the development and implementation of a workforce strategy to acquire, develop, motivate, and retain a workforce that can deliver services aligned to the Footprints mission.
* Promote and strengthen the role of peer and volunteer work opportunities within the programs.
Quality Assurance and Risk Management
* Ensure restorative, recovery-oriented, and trauma-informed principles are implemented within the practice framework of Footprints service delivery, and other roles.
* Ensure case management guidelines, ethical standards and professional boundaries are embodied in practice, and that all employees work within their scope of practice.
* Monitor risk management and compliance with policy, practice, standards, and legislation e.g., Work Health and Safety (WHS), and Privacy.
* Ensure key service documentation and data collection is accurate and inputted in a timely manner to enable internal and external reporting deadlines to be met.
* In conjunction with Program Managers, collect, collate, and submit reports to the department as per service agreements and contracts.
* Complete risk assessment profiles for the operationalisation of new services, and in response to significant service delivery changes to manage and mitigate risks.
* Oversee the ongoing development and evaluation of program practice, ensuring continuous quality improvement, and compliance with the Aged Care Assessment Quality Framework.
General
* Follow all organisational policies and procedures.
* Participate in and provide professional supervision sessions, and ongoing learning and development activities.
* Take a proactive approach in self-development and learning opportunities to stay abreast of contemporary practice, and quality standard requirements.

ABOUT YOU
To be successful in this role, you will need:
* Minimum relevant bachelor's degree (clinical or allied health) and significant experience in the Human Services sector. Relevant postgraduate qualifications would be advantageous.
* Demonstrated ability to lead and manage older persons programs with the capability to lead multidisciplinary teams operating across different locations.
* Ability to travel across Queensland and interstate.
* Demonstrated ability to design, develop, implement, and evaluate innovative programs/services/projects to deliver optimal performance outcomes.
* Demonstrated ability to identify, document, monitor and mitigate program risks, ensuring high quality, safe service provision for both client and staff.
* Comprehensive knowledge/experience working with diverse client groups including those with complex needs, mental health, physical health and/or chronic health needs, people with disabilities, and people residing in marginalised housing or who may be at risk of homelessness.
* Demonstrated knowledge and understanding of strengths-based, client centred, trauma-informed practice, restorative practice, and recovery-orientated service provision from the perspective of service development, staff supervision, professional practice, and evaluation.
* Demonstrated ability to develop and enhance strategic partnerships and networks with key stakeholders, including other health agencies, government departments, NGOs and businesses.
* Excellent written and verbal communication skills, including high level negotiation skills and the demonstrated ability to provide comprehensive data analysis, reports, and tender writing.
* National NDIS Worker Screening Check or current Yellow Card.
