Government Cyber Incident Response Service (CIRS) is a key member of the Cyber, Data and Digital Resilience team.Reporting to the Director, Cyber Incidents and Emergencies, the Senior Manager CIRS is responsible for providing incident response leadership and contributing to the division's broader intelligence and emergency functions.The role includes leadership and coordination of incident and digital forensic response functions throughout the incident response cycle to support operational and strategic decision making.The role leads a team of incident response, digital forensics and threat intelligence analysts in the delivery of high-quality incident response, investigation and analysis functions to provide stakeholders with best practice advice to identify, contain and eradicate cyber security threats impacting the Victorian Government.The position is responsible for the management of the CIRS service catalogue and programs of work and informs projects and service offerings for the whole of Victorian Government.The position leads 24/7/365 whole-of-government responses to major cyber security incidents and requires strong initiative, professional drive and integrity—including the ability to manage competing deadlines during periods of heightened operational tempo.About you Working closely with the divisional leadership to design, develop and deliver incident response support, products and services.Leads the development of incident response and digital forensics operations functions while also contributing to other division initiatives, training, exercises and programs.Provides thorough analysis and expert advice to ministers, senior executives and other key stakeholders on issues relating to cyber incident response.Lead the CIRS team through all stages of the incident response cycle, including providing expert advice to the Victorian Government Chief Information Security Officer, divisional executives and key stakeholders across the whole of Victorian Government.Proactively and independently leads incident response operations to ensure Victorian Public Sector cyber security stakeholders make informed decisions in response to the rapidly changing cyber security environment.Lead the development and continuous improvement of team plans, policies, procedures, operations and projects that contribute to improve cyber outcomes for the whole of Victorian Government.Contributes to and supports the fulfilment of the department's emergency management obligations.Directs and supports the provision of advice and reporting.This includes supporting the branch's cyber threat intelligence and consequence management functions.Conduct other duties as directed to assist the Division that are consistent with a position of this grade and skills requirement.To be considered for the role, you must be able to demonstrate: Managing complex operational cyber incident response activities.Ability to analyse and critically evaluate a situation, work with stakeholders to develop response options and implement solutions in complex and high-pressure operating environments.Leading cyber incident response operations for government, including working with and applying cyber security frameworks.Understands the current global cyber security environment, emerging trends and relevant issues.Well-developed written and verbal communication skills, ability to confidently convey complex concepts and information and meet the needs of targeted audiences at various levels of government.Includes expertise in the preparation of operational reports, briefs and recommendations on a variety of issues.Exceptional leadership in an incident management environment, including analytical, conceptual and problem-solving skills.Demonstrated leadership experience building incident response and emergency management capability, including systems, processes and procedures.Highly developed interpersonal, negotiation and leadership skills, with a proven record of initiating and maintaining relationships across government and industry sectors and facilitating strategic partnerships to deliver agreed objectives.Demonstrated capacity to work with stakeholders in high pressure situations such as emergency events.Obtain and maintain a NEGATIVE VETTING 2 security clearance.Participation in an on-call roster and the ability to perform intermittent
