About us
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

Purpose of the role

The Organisational Development branch provides organisational design, development and implementation of concepts to create contemporary and integrated strategies, frameworks, policies, programs, initiatives. The Organisational Development and Implementation team is responsible for designing and implementing a range of activities to build organisational capacity and ensure workforce capability and departmental structure meets the needs to deliver frontline services and achieve organisational objectives.
Reporting to the Director, you will be responsible for the delivery of key people and culture project initiatives, in supporting the development and implementation of the PCD Knowledge Base Project. You will provide professional, project management capabilities and expert advice in Industrial Relations and Employee Relations (IR/ER) content. You will work closely with key stakeholders to identify, review, develop, and implement a knowledge base management system to enable PCD to improve customer experience and capture consistent knowledge that supports QFD staff and volunteers to get the helpful information they need to answer common questions, by ensuring they are accurate, reliable and trustworthy through the customer/service lifecycle.

* Knowledge and/or experience in project management methodologies.
* Knowledge and/or experience in interpreting relevant legislation and industrial instruments, negotiating with employee representative bodies and/or managing grievances and disputes.
* Relevant qualifications in industrial and/or employee relations or human resources will be highly regarded.
Your key accountabilities
Your part in our vision and success of the department will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which include but is not limited to:
* Manage the on-time delivery of projects, with a focus on delivering a HR/IR knowledge base management system that supports staff and volunteers to get the right information at any time, identifying opportunities to improve project delivery whilst ensuring we are meeting our commitments.
* Development of written content on existing and potential future industrial relations and employee relations queries and content to enable informed advice to be provided to QFD leaders.
* Lead and manage the implementation of strategies and plans, in line with the departments project management methodologies, tools and set timeframes to ensure the successful delivery of the project.
* Provide high-level advice to senior management and key stakeholders on a range of issues impacting and/or influencing the development of program initiatives, to enable informed business decisions.
* Support risk and issue identification, assessment and mitigation activities by ensuring risks and issues are documented, reviewed and escalated as appropriate.
* Manage and participate in project planning to address current and future leader and employee needs regarding PCD's portfolio and build the relevant knowledge base management system to enable consistent advice to be distributed across the department.
* Develop, maintain and foster strong relationships and partnerships with internal and external stakeholders to optimise program delivery, drive innovative solutions, and facilitate effective communication to achieve project outcomes.
* Prepare and review complex reports, submissions, briefs, correspondence and communications related to program strategy, performance, and delivery, in accordance with departmental requirements and governance.
