Accommodation Support Provided Toowoomba Regional Council is seeking an accomplished leader for a 6-month interim appointment as General Manager, Planning & Development Services. This is an exceptional opportunity for an experienced executive to contribute to regional growth and liveability while enjoying some flexibility to work between Toowoomba and their home base, with accommodation support provided. The role will potentially extend and become available for a permanent appointment once the appointment of the Chief Executive Officer is finalised (due for appointment in late May).
As a key member of the Executive Leadership Team (ELT), the General Manager plays a strategic role in shaping the region's future through innovative, sustainable, and community-focused planning and development. You will lead the Planning & Development Services Group through a critical transition period and be instrumental in the delivery of key initiatives including the implementation of the new Toowoomba Regional Planning Scheme.
We are seeking a dynamic and experienced executive who can hit the ground running, with the leadership maturity and technical expertise to provide stability, direction, and innovation. You will ideally bring:
Extensive experience in a senior leadership role within local government, urban planning, development, or infrastructure. The ability to lead diverse teams through change while maintaining morale, performance, and service delivery standards. Strong working knowledge of Queensland planning frameworks, including the Planning Act 2016, Local Government Act 2009, and associated regulatory environments. A background in strategic land use planning, development assessment, infrastructure planning, and economic development. The ability to develop and implement policies and strategies that support sustainable growth and community benefit. A sophisticated understanding of working within a political environment, with demonstrated capability to engage and influence elected members, government departments, industry, and community stakeholders. Experience representing organisations at senior levels in regional, state, or national forums. A visible and approachable leadership style with the ability to inspire and engage staff across all levels of the organisation. Tertiary qualifications in urban or regional planning, engineering, or a related discipline are essential. Postgraduate qualifications in management, leadership, or public administration are desirable.
