Located in the eastern region, Monash is a cosmopolitan and culturally diverse city, close to the demographic centre of Melbourne.About The PositionWe are seeking a proactive Litter Prevention Officer to lead the enforcement, education, and strategic prevention of littering and illegal dumping. This role is critical in ensuring our community remains clean and sustainable through a balanced approach of compliance, community engagement, and long-term strategy.As an Authorised Officer, you will conduct investigations, issue infringements, and enforce local laws, while also developing and implementing strategic initiatives to reduce waste-related offences. You will work closely with internal teams, businesses, and the community to promote lasting behavioural change through education and engagement.Your Responsibilities IncludeDevelop and implement Council’s Litter Action Plan, integrating enforcement with education and community initiatives to reduce littering and illegal dumping.Conduct proactive patrols and investigations, gather evidence, issue infringements, and take legal action where necessary.Strengthen internal enforcement capabilities by working collaboratively with other departments to ensure a coordinated and effective approach to waste compliance.Deliver targeted education campaigns and outreach programs to increase public awareness of litter laws and promote responsible waste management.Work with local businesses, property managers, real estate agencies, and residents to encourage compliance and prevent waste offences.Identify and monitor littering hotspots, develop data-driven strategies, and implement preventative measures.Represent Council at public events, workshops, and forums to advocate for responsible waste disposal and environmental stewardship.Provide expert advice on waste compliance policies, emerging trends, and best practices to help shape Council’s long-term litter prevention strategy.About YouExperience in enforcement, regulatory compliance, or environmental protection, with the ability to balance enforcement action and education.Strong understanding of local laws, statutory enforcement processes, and investigative techniques, including evidence collection and preparing legal case reports.Experience in developing and implementing strategic plans to address complex environmental challenges.Strong community engagement and education skills, with the ability to influence behaviour change through outreach and communication.Excellent time management skills, with the ability to balance enforcement duties, strategic planning, and public education initiatives.Strong problem-solving, analytical, and decision-making abilities.Willingness to work irregular hours, including evenings and weekends, to conduct enforcement and education activities as required.Current driver’s licence (essential), with commuter use of a Council vehicle provided for fieldwork.If you are passionate about strategic litter prevention, enforcement, and community education, and want to make a lasting impact, we encourage you to apply!Requirement Of The PositionDegree or Diploma in enforcement, environmental management, sustainability, community engagement and education (or relevant field) along with experience in the subject matter, or lesser qualification(s) with substantial specialist experience.Current Victorian Driver’s Licence.Satisfactory National Police Check.Working With Children Check.BenefitsAs a City of Monash employee, your personal and professional development is a key focus.
