Senior Case Manager – Ongoing full time, flexible position $95,102 - $107,905 plus superannuation About the role The Office of the Victorian Information Commissioner ( OVIC ) provides independent oversight of the Victorian public sector's collection, use and disclosure of public sector information. Under the Freedom of Information Act 1982 (Vic) (the FOI Act ), a person has a right to request access to documents held by Victorian government agencies and Ministers. The Victorian Information Commissioner and Public Access Deputy Commissioner (the Commissioners ) have functions under the FOI Act, including to: conduct an independent review of an agency's decision refusing access to documents requested by an FOI applicant (an FOI review application); deal with a complaint made by an FOI applicant about an agency's delay in making a decision, how their FOI request was handled or a decision that documents do not exist (an FOI complaint), monitor and investigate an agency's compliance with its obligations under the FOI Act and the Professional Standards; and provide guidance and training to help agencies better understand their responsibilities. Senior Case Managers undertake active case management of reviews, complaints and any other relevant matters arising from the FOI Act in an efficient and timely manner. They use their excellent communication and negotiation skills to attempt to successfully resolve matters at an early stage, if appropriate, and to draft recommendations where a matter cannot be informally resolved. Knowledge and experience with the FOI Act is preferred; however, we will consider applicants with other relevant knowledge. Senior Case Managers must be motivated and highly organised with sound skills in working with legislation and conducting complex file work that involves diverse issues and considerations. They need to demonstrate attention to detail, critical and analytical thinking, an ability to manage and meet deadlines, strong written and oral communication skills, and negotiation and alternative dispute resolution skills. Senior Case Managers are expected to mentor junior staff within OVIC. The role involves stakeholder engagement with the public and public sector agencies on the administration and operation of the FOI Act. Senior Case Managers are required to be flexible in responding to meet the needs of the Public Access Branch. This will involve working across teams within the Public Access Branch and OVIC, as directed by their manager.
