Identified position
This position is an 'Identified' position which signifies that the role has a strong involvement in issues relating to Aboriginal and Torres Strait Islander people. The successful applicant must have an understanding of the issues affecting Aboriginal and/or Torres Strait Islander people and an ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander People.
The Strategy and Coordination Branch provides regulatory, planning and policy support across the Commonwealth terrestrial, island and marine parks. This includes coordinating reporting obligations, information management, legislative reform and strategic policy development and implementation. Collectively, the Branch provides expertise and coordinates critical national functions for the delivery of a consistent and effective approach to parks management.
The Legislative Reform and Regulatory Uplift Section supports the Director and the Parks Australia Senior Executive by leading and coordinating the development of policy to support legislative reform and regulatory uplift associated with the Director and Commonwealth Reserves.
The key duties of the position include:
Under broad direction from the Director (Legislative Reform and Regulatory Uplift), lead a small team to design and implement a risk-based compliance program for terrestrial and island parks, and provide centralised support and guidance for compliance officers, including training, capability uplift and development of policy and procedures.
We are seeking candidates who can demonstrate the following:
* A proven capacity to lead in a multi-disciplinary team environment and maintain a productive professional network.
* Demonstrated experience in design and delivery of a program, and project management and strategic planning skills.
* Demonstrated high level experience in developing compliance risk assessments and compliance plans (or similar) that shows the ability to research, analyse and interpret information to draw conclusions and inform decision-making.
* Demonstrated experience drafting and analysing policy, regulatory material and/or legislation.
* Demonstrated experience leading the development of systems, processes and procedures to support meeting regulatory requirements.
* Demonstrated (or the ability to rapidly acquire) knowledge and understanding of statutory and regulatory requirements, legislation policies and procedures relating to relevant Commonwealth compliance practices including how they apply to the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and Environment Protection and Biodiversity Regulations 2000.
* Demonstrated experience in engaging and communicating with First Nations people.
Desirable qualifications
* The ability to obtain a Certificate IV in Government Investigations (Regulatory Compliance) or equivalent and suitable experience to be appointed as an authorised officer under the EPBC Act 1999.
