About the role:The Impact Evaluation People Manager will provide leadership, oversight, technical expertise and guidance to a team of evaluators to develop and sustain a high performance, engaged and positive culture within the unit. Responsibility for this team encompasses supporting the team to adopt a growth mindset in the giving and receiving of feedback as well as identifying skills and development opportunities to help sustain continuous learning both on the job and, from time to time, in structured learning environments. The Impact Evaluation People Manager will support their team to be agile and flexible in response to changing government, divisional, branch and unit prioritiesThe Impact Evaluation People Manager will also lead evaluation projects, comprising small teams of evaluators drawn from across the unit, to scope, undertake and present high quality and timely evaluations of core program and policy implementation and impacts in order to support effective and efficient use of government funds to improve the care, health and wellbeing of Victorians. As a project manager, the role requires strong time management and organisation skills, including with respect to identifying and allocating tasks across a team of people with differing skills, aptitudes and development needs.The role seeks high performing individuals with strong people management, policy development and implementation, stakeholder management, project management and communication skills. How you'll make a difference:Knowledge and SkillsPeople Management - Demonstrated experience in building and managing high performing teams, establishing and maintaining positive team cultures and supporting teams to grow, develop and adapt to an ambiguous or changing work environment. Quantitative Analysis - Expertise in conducting quantitative analyses, such as cross-tabulation, tests of independence, regression, predictive and trend analyses using statistical tools like R, SPSS, Stata or other. Proven ability to apply statistical techniques to derive actionable insights grounded in practical findings and recommendations and contextualised in operational and policy realities.Strong excel skills including the ability to undertake modelling, descriptive analysis, and presentation of data / data visualisation. Experience in developing practical recommendations based on thorough evaluation processes.Internal Consultancy - Extensive experience in providing consultancy or like services with a responsive, client focus. Proficient in identifying needs and delivering tailored solutions and advice, ensuring alignment with strategic priorities and operational realities.Stakeholder Engagement - Demonstrated ability to engage with government officials, community leaders, and policy experts. Experienced in drawing insights from across government to inform and address complex issues.Continuous Improvement - Strong record of accomplishment in fostering a culture of continuous improvement and a feedback culture. Capable of leading teams, guiding performance, and supporting innovation and adaptability.Communication and Reporting - Proficient in creating clear and impactful reports and presentations. Qualifications & Specialist ExpertiseQualifications - * Tertiary qualifications in quantitative analysis, statistics, evaluation, epidemiology, psychology, health and social sciences, public policy, economics, or another discipline with a strong statistical component is desirable. Applicants with a tertiary qualification in other fields but with work experience in the above fields and experience in evaluation would also be considered also suitable. Specialist Expertise - * Experience and expertise in program or policy evaluation, particularly quasi-experimental such as difference-in-difference, propensity score matching, etc. Expertise and experience in economic evaluation and cost-benefit analysis * Project management: The ability to prepare and submit schedules for projects, monitor performance against these schedules and deal with administrative problems that arise. * Effective communication: particularly translating technical work to policy makers and managing stakeholders.
