The Department of Home Affairs is responsible for coordination and strategic policy leadership in relation to cyber and critical infrastructure resilience and security, counter-terrorism and the protection of our sovereignty. The Department also regulates Australia's borders and facilitates legitimate trade and travel and contributes to Australia's prosperity and unity through the management and delivery of the migration, humanitarian and refugee programs. The Department also promotes community cohesion through cross-cutting policy, multicultural programs, providing settlement services and managing and conferring citizenship.
Payroll and Conditions Branch provides payroll, employment conditions, and payroll assurance and analytic services for the Department. The branch also provides workplace relations support and advice, and manages the enhancement of HR people related systems that are used by the workforce everyday including ourPeople, employee self-serve easySAP and SAP.

Duties and responsibilities
The HR Systems Section plans and facilitates the prioritisation of system changes as the key liaison between business stakeholders and ICT, including managing processes for system enhancements, capital funding business case development, and approvals. It also oversees the People Systems Governance Framework, and chairs/provides secretariat support to the HR Systems Working Group. Specific duties:
* Work collaboratively with business areas and technical teams to identify and resolve system issues, communicate business requirements, and provide expert advice
* Research and evaluate existing and emerging HR system issues to develop and implement improvement initiatives
* Provide client support and assistance through the development of communication materials, including developing standard operating procedures and documentation in line with departmental frameworks.
The Workplace Relations Section manages and provides advice on the Enterprise Agreement, HR delegations and policy advice on matters relating to overseas conditions of service, employment conditions and industrial relations. The section also provides secretariat support to the National Staff Consultative Forum. Specific duties:
* Development of policy, strategy, communications and proposals on employment conditions and industrial relations matters, including consultation and change management
* Provide advice on policy consultation and other workplace issues
* Communicate, engage and correspond with internal and external stakeholders, including respective Unions (Community and Public Sector Union and the Australian Institute of Marine and Power Engineers).
The SES Unit is responsible for Senior Executive Service (SES) engagement and management, providing direct advice and support to the cohort on remuneration, entitlements, conditions of employment and performance as well as SES recruitment, mobility and performance, and is the secretariat for key committees. Specific duties:
* Researching, engaging, negotiating and leading resolution on a range of complex HR matters specific to the SES cohort
* Operating in a high tempo and complex environment, triaging incoming tasks, allocating resources effectively and ensuring deadlines are met
* Supervising a team, building capability and fostering a positive and high preforming culture.
The Payroll Delivery and Resolution Section is responsible for providing policy advice and support to key stakeholders regarding employee conditions and entitlements. Additionally, they facilitate the provision of monetary and non-monetary entitlements including superannuation, exits and commencements, leave allowances and workers compensation. Specific duties:
* Provision of logistical HR support on complex employment enquiries including Individual Flexibility Arrangements and other entitlements and benefits in accordance with relevant legislation, departmental policies and procedures
* Provide legislation and policy interpretation and guidance on complex leave requests, general policy advice and support to key stakeholders regarding conditions and entitlements
* Prepare correspondence, briefs, minutes and recommendations to employees and the Delegate on complex employment enquiries.
The Payroll Assurance & Analysis Section is an environment focused on efficiency and continuous improvement. This centralised corporate function provides Department wide assurance for all HR related activities including payrun, HR and organisational data and staff debt. Specific duties:
* Complex and intricate data issues analysis with the design and development of end to end solutions for remediation and SAP data management
* Management, preparation and processing of fortnightly pay, including the execution of Department wide salary or entitlement changes with a focus on resolution of complex and large scale payroll issues
* Staff debt recovery including provision of advice and developing solutions to effectively manage staff debt.

Eligibility
To be eligible for the position you must be an Australian Citizen.
The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:
* ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
* Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
