Scope of Works The Organisational Change Lead will be responsible for the development and implementation of contemporary change management / training strategy, plans, and associated artefacts, and work with the business transformation lead to enact the change activities, for the Territory Revenue Office, RevConnect project. Key Duties and Responsibilities Develop, implement and manage an effective change management strategy and plan aligned with the overall RevConnect project to measure success, monitor the change progress, assess the change impact and prepare the client agency for the change. Provide high level, timely, accurate advice and track and report on issues and barriers that may affect the change process. Develop, implement and manage an effective training strategy, plan and associated artefacts aligned with the overall RevConnect project. Initiate the provision of effective change management and stakeholder engagement advice. Manage and undertake coordinated change management and stakeholder engagement and communication activities. Apply continual service improvement methods and techniques under a wider change management process to create a strategy that supports adoption of the changes required, maintains awareness and communicates the business and project priorities. Identify, analyse and prepare risk mitigation plans and tactics including identifying and managing anticipated resistance and developing a comprehensive suite of plans focusing on client sponsorship/adoption, coaching, and resistance management. Work with the project to identify, define and establish the mechanism by which business benefits will be realised and tracked. Collaborate with the project and client agency to identify and manage change and improvement opportunities and support them in their understanding and adoption of change management best practice, policies and procedures. Coach, mentor and support client agency staff and stakeholders at all levels through the business transformation. Undertake sensitive consultations and negotiations with a diverse range of internal and external stakeholders Location of work The suitable resource will be required to perform the services in Darwin as required by the projects activities. It is a requirement therefore that the suitable Services Personnel will be Darwin based for the duration of this engagement. Clearance Requirement: National Police Clearance Requirements Essential Skills and Experience Minimum 5 years demonstrated experience working as an organisational change lead /business change manager. High level ability to translate change and engagement strategy into operational goals and create a shared sense of purpose with both the client agency and internal Program team. Contemporary knowledge of change management frameworks, methodologies, practices and tool. Well demonstrated application of change management and stakeholder engagement methodologies, practices and tools for large scale organisation transformation. Well demonstrated skills in negotiation and conflict management strategies and approaches, including well-developed negotiation and conflict resolution skills. Well demonstrated ability to engage others in the strategic direction of the transformation program and encourage their contribution and participation. Demonstrated expertise in change management and project planning, including ability to analyse and report on complex issues, evaluate associated risks, identify and profile business benefits. High level ability in demonstrating flexibility in planning and managing available resources against changing and competing demands. Desirable Skills and Experience Experience working in financial sector within government. Experience working in the Information Technology (IT) industry. Qualification in change management (Prosci or similar). Tertiary Qualifications in Organisational Change Management.
