About the Role
The Life Cycle Cost Lead (LCC Lead) is responsible for influencing the affordability of the AIR6500 program and products by developing and analysing life cycle costs. The LCC Lead will provide expert technical cost advice and inputs to influence a lower overall ownership cost to Defence whilst ensuring a product that is consistent with function and quality. The LCC Lead will utilise both CoA and Industry developed cost models, cost estimates, cost requirements, trade-off studies, and cost and system performance assessments throughout the project and product lifecycle. The ability to display accurate and concise communication style while demonstrating ability to work with a wide range of people and disciplines is essential. The team will rely on the LCC Lead to provide expert technical cost advice and inputs to influence a lower overall ownership cost to Defence whilst ensuring a product that is consistent with function and quality.
Analytical techniques could include but not be limited to Design to Cost (DTC), Total Ownership Cost (TOC), and Life Cycle Cost (LCC). Responsibilities include estimating program cost through the full life cycle while identifying cost impact of the changes to parameters such as design, reliability, testability, maintainability, supportability, and sustainment.
Key Responsibilities
* Plan and manage holistic LCC activities inclusive of SoS Integrated Support System elements to support the AIR6500 Program and Projects.
* Undertake LCC modelling, analysis and validation of models to support program goals and deliverables (such as LORA, RSPL, Sparing modelling, contract negotiations, approvals).
* Provide advice to the multi-discipline project team and senior leadership regarding LCC technical requirements, interfaces, and the applicability of different estimating techniques at various stages in a lifecycle.
* Analyse options relating to ‘cost to support’ capabilities.
* Review the Life Cycle Cost CDRLs & DIDs, as delivered by the Primary Industry Partner, and provide feedback in accordance with the CoA obligations under the relevant contract.
* Update IIP LCCM financial slides in monthly ADS Board Pack.
* Attend and contribute to relevant LCC stakeholder working groups and meetings.
* Establish and maintain effective communication and coordination with FIC teams, Project Management, Scheduling, Commercial and GFx to enable timely delivery of LCC products.
* Work with the Primary Industry Partner, as the CoA Life Cycle Cost representative, to support the development and delivery of their Life-Cycle Cost Model and Report (LCCM&R).
* Support the ILS Manager in reviewing Review the Life Cycle Cost CDRLs & DIDs, as delivered by the Primary Industry Partner, and provide feedback in accordance with the CoA obligations.
* Support the ILS Manager and program management in making informed decisions when negotiating contracts.
* Analyse options relating to ‘cost to support’ capabilities
* Assist with Branch reporting where required
* Provide advice on feasibility and requirements trade?offs from an LCC perspective to the CM on behalf of the Project Director.
* Support the Tranche 2B Cost Modeller in the development of cost estimates for investment approval through sharing of LCC information.
Skills and Experience
* Tertiary qualifications in an Engineering discipline (desirable)
* Proven experience in ILS and LCCA, preferably within a similar industry
* Experience and understanding across Defence acquisition and sustainment phases
* Strong analytical skills and the ability to perform comprehensive cost analyses
* Knowledge and ability to use MS Excel, the Capability Costing Tool (CCT), ACEIT and other cost modelling tools
* Project management and organizational skills
* Effective communication and interpersonal skills
* Proficiency in relevant software tools and applications.
* Travel to Williamtown NSW, Darwin NT, Mawson Lakes SA, Canberra ACT as required
Eligibility/Other Requirements:
* To be eligible for employment in this role, you must be able to provide evidence of Australian citizen, have the ability to obtain and maintain a NV1 security clearance.
