Meet cost and timing elements of the business case through creation and management of :Programme supply chain requirements e.g.
schedule, technical, commercial and quality requirement flow downsWith cross-functional stakeholders, developing the supply chain design including the supply base, Make vs Buy, condition of supply, kitting / tiering, etcGenerating robust material cost models and NRC costs inc. timing of implementation for all elements of the product B.O.MEnsuring supply chains are in place that enable the products to be supported through life, particularly post serial manufacture – involving supplier transitions, product support agreements, sourcing and obsolescence managementSupply Chain Requirements Capture & FlowdownManagement of supply chain inputs to bids within product portfolio (cost, schedule, risk, opportunities & commercial terms)Supply Chain requirements capture - technical, commercial, financial, schedule & qualityDesign external supply chain to integrate into product manufacturing planSupply Chain requirement flowdown from above, through well-defined work packagesDetermine whether supply chains can be developed to support product opportunities at initial Bid / No Bid decision gateCreates / manages procurement plans to ensure programme compliance to requirement and business case from initial bid, through delivery to through life supportCommercial Requirements Management and ComplianceCustomer Commercial requirements capture and flowdown to the supply baseCompliance with customer flow-downs - offset, FARs & DFARs, quality requirements, etcDelivery - Supply Chain Cost & Schedule ManagementContinuous improvement projects to improve processes, and product quality cost and delivery metricsResponsible for delivery of all established programme objectives in supply chain via work packages, to cost and scheduleAccountable for determining cost and implementation schedule for product level supply chainsUnderstand critical dependencies impacting the schedule, including internal and supplier dependencies and manage any escalations accordinglyEmbed supply chain implementation schedule into overall programme schedule.Establish and manages risk and opportunity plansDrives cost / schedule compliance for all supply chain work packages being delivered in the product B.O.M throughout the lifecycle; and any other Procurement budgetsQualifications :Ideally a graduate in a Technical, Procurement and / or Programme Management field(s)CIPS, IACCM and / or APM qualifications or equivalent desirableSkills :Experience of designing and re-designing supply chains, in conjunction with operationsExperience of strategic supply chain / category managementProject / Programme management : desirable to have knowledge of development / qualification programmes, production and through life supportCommercial and financial acumen, with experience of successfully negotiating complex contractual requirementsUnderstanding of Lifecycle Management Processes / Engineering Design GatesGood team working skills – experience of working in a matrix organisation to deliver new productsSupply chain design skills - e.g.
setting up new suppliers / multiple supply chains, supplier transition, dual sourcing, supplier performance managementStrategic sourcing experience – Improving QCD metrics & reducing risk throughProgramme management skill set – requirements capture, flow down, project planningSchedule management – hold people to account to tasks, management of dependenciesChange management – scope change, technical / commercial changeCommercial acumen – awareness of different types of customer and supplier contract requirements, achieving compliance, knowledge of ITAR / TINA / DFARs / FARs / offset desirableInfluencing skills; persuasively present thoughts and ideas; gain commitment and ensure support for proposed ideasInterpersonal skills, creates open environment for team working, problem solving and improvementsSelf-starter capable of reviewing the 'current state', identifying improvement & executing initiatives
