Primary objective Produce high quality program and project civil estimates that provide guidance to clients at the project identification, project scoping, project development and project delivery phases of projects. Key duties and responsibilities 1. Provide a civil cost estimating service which includes the following tasks: calculating quantities take-offs, first principles cost estimation, cost planning, Benefit Cost Analysis (BCA), variation evaluation, project risk analysis, tender assessments, development of construction programs, provide technical advice to staff and project management. 2. Prepare Australian Government National Partnership Agreement and other funding applications including risk adjusted cost estimates and benefit cost analysis and prepare other high level detailed reports. 3. Develop and maintain an excellent working relationship with clients, project officers, and civil construction industry groups. 4. Monitor cost escalation and construction market conditions and provide advice to clients and project officers. 5. Assist with developing Departmental standards and procedures relating to civil cost estimating to ensure best practice. 6. Identify, develop and provide training to staff in civil cost estimation. 7. Record and maintain a cost benchmarking database on Northern Territory projects. Selection criteria Essential 1. A recognised tertiary qualification within Quantity Surveying or Civil Engineering or related discipline. 2. Excellent ability in all components of civil estimation for all program and construction project lifecycle phases. 3. Proven ability to apply a high level of contemporary oral and written communication skills. 4. Proven ability to meet deadlines and exercise strong project management skills. 5. Proved ability to develop and maintain strong working relationships with clients and industry stakeholders. 6. Proven ability to apply problem solving skills and confidentiality. 7. Proven skills in the effective use of information technology, including civil estimating software. 8. Proven ability to adapt to changes and develop improvements to civil cost estimation techniques and processes. Desirable 1. Awareness of the environmental and cultural issues, policies and initiatives in the context of road and transport infrastructure in the Northern Territory. 2. Awareness of the Northern Territory construction industry and environment including pricing trends. 3. Knowledge of civil cost estimation guidance for Australian Government funded projects.
