On behalf of a large Federal Government Agency, we are looking for an APS5 Procurement Framework Officer. This role will work as part of the Procurement and Corporate Services Branch. This team supports the organisation across a range of activities including recruitment, onboarding, learning and development, strategic reporting and projects across the division. This is a 12-month assignment based in Deakin.
The APS5 Procurement Framework Officer is accountable under limited supervision to undertake moderately complex to complex procurement work. Legislation, policies, procedures, standards, methodologies and precedents guide the position. The position will be required to undertake specialist, technical, policy and analysis, activities and tasks using available information where options are not always evident. It will be required to perform procedural, clerical, administrative and operational tasks.
Responsibilities will include:
* Reviewing the Agency’s procurement framework to ensure procurement activities are conducted in line with legislative requirements, the Commonwealth Procurement Rules (CPRs), and the Agency’s policy to deliver value for money outcomes that contribute to better social and economic outcomes for people with disability.
* Supporting the redesign and implementation of procurement policies and procedures.
* Supporting the delivery of a comprehensive and cohesive suite of procurement documentation and templates for simple, complex and strategic procurement activities, including intranet content.
* Supporting continuous improvement initiatives to the ongoing management of the procurement framework to ensure it remains fit for purpose.
* Ensuring procurement framework integration with other procurement systems such as the service desk, compliance, and reporting functions.
* Supporting the provision of quality and timely advice to internal and external stakeholders, including guidance and reporting to the Branch Leadership, and the Executive Leadership Team.
Key skills required for role/s:
* Experience in developing guides, standard operating procedures, and/or templates.
* Strong written communication skills
* Commonwealth procurement/grant knowledge or experience
* Strong interpersonal and organisational skills along with the ability to build and sustain effective working relationships with key stakeholders
* Attention to detail.
* Ability to work under limited direction.
Desirable skills to have for the role/s:
* Understanding of how to apply the Commonwealth Procurement Rules and/or Commonwealth Grant Rules and Principles
* An understanding of accessibility requirements, particularly relating to the preparation of documents
* Experience in undertaking desktop research and analysing information.
* Experience in using tools to deliver visually appealing, but accessible graphics
