TheLegal Metrology Branch plays an important role in ensuring Australian consumers and industry can rely on trusted measurements for fair trade in goods and services. To ensure traders comply with the law and adopt correct measurement trading practices, we employ inspectors who check that measuring instruments (for example, weighing scales, fuel pumps and weighbridges) are accurate throughout Australia, pre-packaged articles contain the correct amount of produce, and that fuel sold in service stations complies with fuel quality standards. We also support the outcomes of other government agencies, undertaking inspection and audit activities through memoranda of understanding. The opportunity Reporting to a Region’s Manager, Trade Measurement Services the EL1 Assistant Manager, Trade Measurement Services is accountable under broad direction to undertake very complex work that delivers quality outcomes from trade measurement services functions of NMI. The position will be responsible for effectively managing a dynamic team, plan and coordinate the Region’s operational plans in line with LMB’s Business and National Compliance Plans and undertake high level trade measurement functions. It is essential that anyone assigned the duties of Assistant Manager, Trade Measurement Services holds the relevant qualification namely Certificate IV in Government (Trade Measurement) and Certificate IV in Government (Investigations) as prescribed by the National Measurement Act 1960 and any regulations made under that Act, for appointment as a trade measurement inspector. Develop, implement and monitor/evaluate the Region’s work programs and compliance activities, including the setting of work priorities, proactive risk-based inspection activities and oversight of essential procurement within budget and in accordance with the Nation Compliance Plan. Provide leadership and direction to a geographically spread team for program delivery to ensure high quality outputs including ensuring employees maintain a high level of specialist, professional and/or technical expertise. Extensive knowledge of statutory, regulatory and policy frameworks to provide technical advice and manage complex compliance and enforcement activities and projects. Well-developed skills in research, analysis, problem solving, planning and organising to manage competing priorities and workloads. Undertake risk assessments and risk management activities for projects / programs. Engage and collaborate with key internal and external stakeholders to identify opportunities, develop educational and other programs, achieve outcomes and facilitate cooperation. Provide expert technical advice and develop national compliance policies, National Instrument Test Procedures and National Test Procedures. Maintain systems relating to proactive compliance strategies and assist in the development and implementation of legislative initiatives. Create and maintain a high-performance work environment by mentoring and developing talent, rewarding achievement, setting clear expectations and addressing concerns early, including through physical attendance of regional operational locations as required. Maintain accurate records and practice appropriate document management in line with the Department’s policy, security, privacy and legislative requirements. Prepare correspondence and briefing minutes (using agreed formats), and assist in monitoring compliance with legislated requirements. Maintain effective working relationships with other government agencies through the delivery of agreed interagency inspection and compliance programs. Monitor and report on program outputs against program plans where required. Ensure the Region’s monthly equipment and safety inspections, vehicle maintenance and servicing, tools and equipment maintenance and measurement standard verification occurs as scheduled. Undertake other duties that are reasonably within the competency, skills and training of the incumbent, including support and assistance with responsibilities and tasks within wider LMB operations as may be directed from time to time. Eligibility This is a list of mandatory professional qualifications, certifications or licenses required under legislation or policy to undertake the role. Australian Citizenship. Appropriate Police Check and Security Clearance (employer arranged prior to commencement). Certificate IV in Government (Trade Measurement). Certificate IV in Government (Investigations). Appointed as a Trade Measurement Inspector under section 18MA of the National Measurement Act 1960. Current Australian driver’s licence for motor vehicles (Automatic). To be eligible for employment in the APS and the department, candidates must be Australian Citizens. Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level. Notes Desirable professional qualifications, experience, certifications or licenses include the following: Current First Aid and CPR certification, or the ability to obtain quickly. Certificate IV in Training and Assessment. Experience in leading a team operating in a regulatory environment.
