Appointment Opportunity The Minister for Better Regulation and Fair Trading, seeks expressions of interest from suitably qualified persons for appointment as a member of the Rental Bond Board NSW. There are two positions on the board available. About the role The Rental Bond Board operates under the Residential Tenancies Act 2010 and associated regulations, providing oversight of rental bonds held and recommendations on grants or loans aligned to legislated purposes. The Board is chaired by Natasha Mann, Deputy Secretary & NSW Fair Trading Commissioner and consists of the NSW Rental Commissioner, representatives from NSW Treasury and the Department of Communities and Justice and two external to government positions made up of industry experts. Key responsibilities The powers and functions of the Board are set out in the Residential Tenancies Act 2010 and its associated regulation. The Rental Bond Board has the following functions: Provide recommendations to the Secretary regarding grants or loans to be paid from the Rental Bond Interest Account as per s186(2d), for the following purposes: (a) establishing and administering tenancy advisory services, (b) schemes for the provision of residential accommodation, (c) education about tenancy laws and the rights and obligations of landlords and tenants, (d) research into matters relevant to the relationship of landlord and tenant, (e) other activities for the benefit of landlords and tenants, (f) other consumer protection purposes. Utilise funds from the Rental Bond Interest Account for the purposes of joint ventures for residential accommodation, only for the purpose of the development of land or in connection to providing residential accommodation(s180(2)). The powers are conditional on seeking approval of the Minister and concurrence of the Treasurer. Time commitment & compensation The Board is required to meet at least twice a year with an average of four meetings per year. Total remuneration $3,605 per annum Tenure Appointed members hold office for a period not exceeding three years. Governance The Board operates under the direction and control of the Minister for Better Regulation and Fair Trading. One of the main objectives of the Board is to advise the Secretary on recommendations for funded grants. Applicants should consider their suitability and the potential conflict of duty where their personal or professional affiliations are in receipt of or will apply for a grant from the Rental Bond Board. Expressions of interest are sought from suitable candidates with: Essential Criteria Minimum 5 years senior experience in the rental market either real estate or tenancy matters Demonstrated understanding of NSW rental market, residential tenancy laws and Regulations Strong analytical skills and experience in reviewing grant applications or similar funding decisions Proven ability to exercise sound judgment and manage conflicts of interest Track record of effective stakeholder engagement and collaboration Strong understanding of governance principles and board member responsibilities Desirable Criteria Previous board or committee experience Knowledge of government grant processes Understanding of social housing and affordable housing policy Experience representing industry or community perspectives in a formal capacity Core Capabilities Strategic thinking and decision making Stakeholder engagement and communication Professional judgment and ethics Analysis and problem solving Collaboration and teamwork The time commitment of Board members is approximately five hours per meeting including preparation up to four times per year. Meeting preparation involves reviewing papers and contributing expertise to recommendations and decisions in the public-interest.
