Role
Senior Intelligent Transport System (ITS) Maintenance Engineer role administers and manage the operations of ITS assets (traffic signals, Close Circuit Television, Variable Message Signs & Freeway Data Station, Street Lighting etc) for regional Victoria and reports to Team Leader, ITS Asset Maintenance.
Senior ITS Maintenance Engineer role is responsible for overseeing ITS maintenance contracts for assets including traffic signals, street lighting, and other regulatory and warning devices, and coordinates various stakeholders across the region.
The role is also responsible for providing reporting on ITS field and system asset condition, performance, operation, and reliability.
The position will be required to collect, assess, and report on asset condition, performance and reliability, as well as with other parts of the Department to provide input into business planning and business case development activities, or any other activities relating ITS assets maintenance as directed by the Team Leader.
Position Outcomes / Accountabilities
1. Asset Management Strategy – provide and support the establishment and improvement of best practice ITS asset management strategies, frameworks, and plans such as Asset Management Plans, Condition Assessment Methodologies, Performance Monitoring, Business Area Planning, Procurement Strategy and Business Cases.
2. Business Planning – provide specialist input to business planning and business case development activities associated with asset management.
3. Risk Management - provide specialist input to asset condition risk assessment processes and maintain asset condition risk registers.
4. Analysis and Reporting - develop effective reporting on ITS field system, asset condition, performance, operation, and reliability to address department needs and requests. Develop and maintain effective performance management and reporting to ensure that contracted services aimed at maintaining ITS assets conform to specified requirements and that reporting addresses management and business needs.
5. Promote and support - safe, inclusive, and flexible team operations.
6. Coordination and Administration - lead in the delivery of various ITS asset maintenance activities, and projects, including pre-construction planning, documentation preparation, and administration of contracts. Effectively manage ITS contracts in accordance with Government and DTP Corporate policies and procedures
7. Contract Management - Exercise professional judgement to coordinate assigned contracts to ensure the agreed service levels and performance requirements are achieved within allocated budgets and time frames. Provide sound advice to business areas on ITS specialist areas such as procurement, sourcing strategies, service level establishment and management, market capabilities and pricing.
8. Stakeholder Engagement - Exercise independent judgement to develop and maintain relationships with key stakeholders involved in the delivery of Major and Improvement projects and asset management. Provide asset management advice to relevant internal and external stakeholders. Establish and maintain effective relationships with vendors, service providers, internal and external stakeholders, government services group, and customer at multiple levels.
9. Compliance and Operation Service Delivery - Planning, liaising, supporting and overseeing surveillance of contracts in accordance with DTP quality procedures and Occupational Health and Safety (OH&S) requirements. Ensure compliance with quality systems and OH&S principles and objectives.
10. Financial Management - Develop and maintain financial / cost control arrangements for contract, business area planning budgets and forecasting for the complete contract lifecycle. Contribute to team’s overall financial management of ITS maintenance contracts.
11. Collaboration - Any other related activities as directed by the Team Leader.

To be successful in this role, the ideal candidate will exercise professional judgement in contract and financial management, ensuring alignment with established policies and procedures. They will apply critical thinking and problem-solving skills to resolve issues, make informed decisions, and improve operational processes for ITS assets. Additionally, the candidate will be knowledgeable in occupational health and safety regulations, providing guidance and supervision to ensure compliance during site works.

Qualifications and Experience
Mandatory
12. Appropriate tertiary qualifications (Electrical / Civil / Electronics Engineering) or similar with relevant experiences to the capabilities of the role.
