National Emergency Management Agency:
National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.
NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:
1. Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters;
2. Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
3. Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery; and
4. Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework
Overview of the Branch and Section:
The EMR Training and Strategy Section is responsible for emergency management capability strategy and policy development, management of a small number of grants, and vocational operational training across the Emergency Management and Response Group (EMR Group).
Working collaboratively across the Australian state and territory governments the team develops, and contributes to the development of policy and strategy which supports bolstering national emergency management capability. The Training team have two distinct streams: training design and development, and delivery and coordination aimed to meet the general and specialist vocational training requirements of the Group.
About the role:
The Training Officer supports the design, development, coordination and delivery of vocational training to the EMR Group, including delivery and coordination of basic training. The role enables effective training by coordinating course delivery, collecting, validating and maintaining staff training attendance records and contributing to course evaluation, including the continuous improvement of learning and development activities.
At times staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.
This process is being used to establish a merit pool and may be used to fill similar vacancies for up to 18 months.

Specific duties/responsibilities:
5. Support section staff to design, develop, deliver and coordinate vocational training programs for internal and external staff
6. Support the identification and research of training, learning and development issues and solutions
7. Maintain accurate and timely records in relevant systems and training documents such as learning data, attendance and completion records
8. Assist with the coordination and delivery of external and internal training, on or offsite, face-to-face or via virtual platforms
9. Assist with the development and maintenance of training materials, including session plans, manuals, guidelines, handouts and eLearning courses, including engaging with subject matter experts to ensure high quality of work.
Role requirements/qualifications:
10. Excellent oral and written communication skills
11. Demonstrated ability to manage relationships, stakeholders and outcomes
12. An understanding of vocational training and its application within the public service
13. The ability to deal with sensitive or confronting information
14. Proficiency in the Microsoft Office Suite and familiarisation in digital learning platforms, flexible learning technologies or similar systems
15. The Enterprise Trainer - Presenting Skill Set qualification or the ability to acquire this quickly.
