$115,899 - $130,733 10% BDCP up to 15.4% Superannuation Amberley - QLD The Role Heavy Air Lift System Program Office (HALSPO), located at RAAF Base Amberley in Brisbane, is seeking an experienced EL 1 Commercial Manager to support Heavy Air Lift Capabilities for Air Force. This position performs a pivotal role in shaping and driving the commercial direction of the organisation and optimising practices to enable delivery of effective and efficient capability to meet Australia’s national interests. You will achieve this by drawing on your extensive Commercial Management experience base and technical expertise to negotiate and manage complex commercial arrangements with various Industry Partners and lead complex high value procurements and contract and financial management activities, associated with extant support contracts across HALSPO. The ability to actively manage key Defence Industry Partner and stakeholder relationships, both internal and external, will be a key to success in this role. You will therefore, be expected to leverage your significant breadth and depth of experience to develop and foster productive relationships within matrixed stakeholders and clients, and Key activities and expectations for this role are to: Maintain a focus and balance on delivering outcomes whilst achieving value for money. Take responsibility for delivering a broad range of contract management and procurement services, within a framework of legislation and Commonwealth policies to meet Defence objectives. Negotiate and set up new complex contracts in complete adherence to defence procurement processes, regulations and compliance. Manage and oversee contracts ensuring quality delivery of products/services along with ensuring compliance with legislation. Ensure adherence to defence industry regulations, export controls and security protocols. Identify and manage risks associated with the contracts and projects including legal, financial and operational risks. Monitoring and analysing financial aspects of defence projects, including budgeting, cost control and forecasting. Build and maintain positive relationships with various defence agencies and industry partners to facilitate contract execution. Lead and mentor the team to achieve industry best practices. Deliver commercial and finance advice to the Director of the Project Management Unit and reports to senior management. This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team The Heavy Air Lift Systems Program Office (HALSPO) is located at RAAF Base Amberley and provides sustainment support for four products including the KC-30A Multi Role Tanker Transport, C-17A Globemaster Heavy Lift Transport, Boeing Business Jet and Falcon 7X Special Purpose Aircraft. HALSPO PMU forms part of its Capability acquisition arm delivering mid-life upgrades and capability enhancement projects for its platforms. These fleets form the backbone of the Strategic Air Mobility capability within Defence and are utilised for roles ranging from humanitarian support to high-end operations. The EL 1 Commercial Manager is an executive level position within the Project Management Unit with a key role of commercial and financial management along with undertaking a governance assurance role that delivers effective outcomes for Air Force through the management of Capability acquisition and Through Life Support contracts. You will be part of a specialised high performing team, of Military, Australian Public Servants and Management Service Providers, executing complex multi-million dollar projects to deliver critical capability at speed to Air Force. You will contribute to the effective and efficient development and management of contemporary commercial arrangements that deliver these capability requirements sought by Air Force, and ensure value for money for the Commonwealth.
