Minimum Qualifications MINIMUM QUALIFICATIONS:
•Eligible to transfer via 70.1, 70.4 or 52.6 to a Training Specialist 1 title, OR;
•Permanent service as a Training Specialist 1, OR;
•Reachable on the current Civil Service List Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). For qualified employees of New York State, the examination is the PATT exam. For all other qualified individuals, the examination used to fill this position is the PCO exam.

For appointment to the Training Specialist 1 you must have a bachelor's degree and two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission, including the care and treatment of vulnerable persons in the care and/or custody of the State.
Substitution a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
For appointment to the Training Specialist Trainee, you must have a bachelor’s degree or higher.
Duties Description POSITION DESCRIPTION:
•Present and/or oversee the delivery of standardized Agency Training courses for OPWDD staff as appropriate per title and job description.
•Assist with development of requested training programs to meet the identified needs. By seeking out information from regulatory standards and content experts. Training staff will determine course content and best practices for the method of presentation. Training will obtain training material, pertinent to curriculum.
•Ability to attain certification as a PROMOTE Instructor in Level 1, Level 2 and Restrictives.
•Teach the full PROMOTE curriculum to new Employees and deliver all levels of PROMOTE Refresher trainings to veteran staff.
•Assist Promote Coordinator with program management. Duties would entail sending reminders to staff, overseeing staff compliance, have a comprehensive understanding of the PROMOTE curriculum and coordinate with teams to ensure compliance for staff.
•Present and coordinate the delivery of the New Employee curriculum. Create and update NEO Prescriptive Training Plans.
•Ability to attain certification as a CPR and First Aid Instructor for AHA Heartsaver. Train, schedule, and ensure staff compliance.
•Become a certified OER trainer.
•Act as a Training Liaison to assigned team or teams, within the Broome DDSO 6 county catchment area.
•Maintain and assist in the creation of compliance tracking system.
•Occasional travel to outlying counties and throughout New York State.
•Offer technical assistance to staff and partners.
•Computer skills in Excel, Word, SLMS, OneDrive, Outlook, TEAMS and WEBEX.
•Other duties as assigned.
PRIMARY DUTIES AND RESPONSIBILITIES:

•Instructor for NEO Curriculum
•Instructor for CPR and Frist Aid
•Assist with registration, scheduling and recording completion of all mandated trainings, as assigned.
•Delivery/ presentation of Standardized Agency Training courses for OPWDD staff
•Participation in Statewide training work groups as required
•Act as training department liaison to State Operations as assigned, assisting with training and training compliance
