About the Division The Scheme Support Division supports the agency and the Scheme Operations Division to be a modern, efficient and effective regulator. Our key functions include assessing potential participants in our schemes, upholding the integrity of Australia's national carbon abatement registries, delivering the agency's compliance, monitoring and audit functions, leading policy design and implementation, sharing scheme market and data analysis, building and operating the agency's ICT systems, providing stewardship for the agency's data assets and facilitating delivery of the agency's transformation program. Across the division our operating philosophy is based on building trust by making realistic promises and being accountable for consistently delivering on them.
About the Branch Transformation Branch leads the delivery of the agency's transformation program and is the steward of the agency's data assets. There are five sections in the branch (Program Management, Product Management, Value Management, Change Management and Data and Innovation). The Branch provides assurance functions to the transformation program and manages scope on behalf of the agency. Data is at the centre of the CER's operations, and the Branch is delivering the data strategy to support the CER's core regulatory function. It will be leading the Agency's involvement in the use of Artificial Intelligence (AI).
The key duties of the position include: The Role The Clean Energy Regulator is seeking a highly skilled and motivated individual to fill the role of General Manager Transformation, who will also undertake the duties of Chief Data Officer. This role reports to the Executive General Manager of the Scheme Support Division. The role is critical in driving the transformation agenda and ensuring the effective management and utilisation of data across the agency.
The Responsibilities The General Manager Transformation is a key member of the agency's business leadership team and is the lead for the CER's transformation program facilitating business prioritisation, alignment, reporting and change management. The General Manager Transformation is also the Chief Data Officer and Data Champion responsible for the delivery of the CER's data strategy.
Lead and manage transformation initiatives in alignment with CER priorities, fostering a culture of continuous improvement and innovation. Collaborate with internal stakeholders to understand business needs and facilitate agency prioritisation decisions. Provide the agency executive with implementation options for consideration. Work closely with the Chief Information Officer and Digital Services Branch to facilitate program delivery. Manage program reporting, both internally and externally to the Digital Transformation Agency. Oversee the change management activities for the transformation program. Take a lead role in the CER's submissions for the implementation of government policy and track the delivery of these policy initiatives. Develop and implement data and AI strategies, policies, and governance frameworks to ensure data integrity, security, and compliance with relevant legislation. As the Data Champion foster an environment of drive data-driven decision-making and support the agency's strategic objectives. Identify and mitigate risks associated with both the transformation program and the agency's data management and reporting. Knowledge, Skills and Abilities Ability to think strategically and develop long-term plans that align with the agency's goals and objectives. Excellent communication and interpersonal skills, with the ability to form partnerships and engage and influence stakeholders at all levels. Demonstrated leadership skills, including the ability to inspire and motivate teams, manage change, and drive a high-performance culture. Strong analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights. Commitment to upholding the APS Code of Conduct. Experience with Agile Delivery would be beneficial. Qualifications/Experience The following qualifications and experience are required of the position:
Extensive experience in a senior leadership role, with a proven track record in managing digital transformation projects (and preferably a Program) and data governance. A relevant tertiary qualification in data science, information technology, business administration, or a related field would be beneficial. In-depth knowledge of data management principles, practices, and technologies. The Public Service Act 1999 requires all people joining the Australian Public Service to be Australian citizens.

This position is designated to hold a Negative Vetting 1 clearance level.
