Primary objective To provide high-level project and programmatic advice, management and support in relation to social policy reform outlined in Territory and National Strategies including Closing the Gap, Safe and Supported and Generational Strategy. Lead research, analysis and projects on relevant priorities to inform development of services and supports within Children and Families Programs including family and parenting support, child and youth services, and out of home care. Key duties and responsibilities 1. Initiate and manage projects that deliver on, and align to Commonwealth, NTG and DCF frameworks and strategies, including, though not limited to Closing the Gap, Generational Strategy, Safe and Supported. 2. Research, critically analyse and advise on strategic projects, policy, initiatives, and reform approaches that support Territory children, young people, and families. 3. Prepare and coordinate high level reports, operational and strategic policy, briefing papers, strategies, plans and correspondence for the CEO, Minister, and Cabinet. 4. Establish and maintain strong collaborative relationships with other NT agencies, Commonwealth Government, and community sector representatives to ensure a partnership-based approach to achieving goals in required timeframes. 5. Engage with a wide range of stakeholders including diverse groups of children, families, and communities; government agencies; community organisations and Aboriginal organisations. 6. Work collaboratively across the Children and Families Programs to ensure alignment with other activities and the timely progression of the national and international reform agenda. 7. Action and contribute to analysis, program scope development, procurement, evaluation, negotiation, and ongoing relationship grant and contract management to further outcomes in family and parent support, child and youth services, out of home care. Selection criteria Essential 1. Proven experience in managing projects including knowledge of project management frameworks, the ability to meet deadlines, work under pressure, and as part of a team. 2. Demonstrated ability in developing and implementing high level policies, programs and initiatives relating to social policy issues that impact the Northern Territory, including issues that affect children and families experiencing vulnerability. 3. Highly developed oral and written communications skills including demonstrated experience in drafting high-level advice such as cabinet submissions, ministerial briefings, project plans and/or equivalent high-level persuasive documents. 4. Substantial experience in negotiating effectively and professionally; working in partnerships across organisations and with multiple stakeholders in a politically sensitive and culturally diverse environment. 5. Highly developed strategic, conceptual, and analytical and research skills to produce program logic tools, evaluate issues, define options and prepare recommendations for scrutiny at the Executive, Ministerial and Government level. 6. Ability to manage confidential and sensitive issues across government and external stakeholders, and the proven ability to work across different subject areas. Desirable 1. Tertiary degree or other qualification in, public policy, law, management or related field. 2. Experience working in or with community sector organisations in the Northern Territory.
