DGS was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government.About the role The role will sit within DGS Corporate Finance and the successful candidate will have the unique opportunity to work with the Corporate Finance team within DGS as well as with Service Victoria in a business partner role. The position reports to the Director Financial Systems and Governance.This is a full-time role on a two-year fixed-term contract.Key accountabilities Provide authoritative advice on a range of matters associated with financial operations and project costing, budgets, proposals and forward estimates.Lead the development, management and monitoring of the budget process and reporting.Analyse expenses and future forecast to ensure continued alignment to program budget. In parallel, manage cost benefits for the program whilst maintaining day-to-day financial processes.Financial modelling and forecasting for a range of business initiatives.Prepare and present month-end and year-end reporting and analysis to committee, senior management as required.Identify and implement business and system process improvements and automated reporting as appropriate.Reporting and forecasting on all program financials including OPEX, CAPEX and future finances.Support the program and refine the future business financial model to help it understand its expenditure, drivers of variances and report as appropriate.Provide comparison of potential projects and their impact on the portfolio of work.Develop working relationships with multiple stakeholders, including internal stakeholders, as well as other Victorian Government departments.Develop and provide guidance on policies and procedures.Ad hoc reporting and analysis as directed by management.Undertake month-end and year-end Corporate finance activities.Create captivating and engaging business insights that ensure decision making is supported by data, analytics and insight.Work collaboratively with the Corporate finance team to achieve common goals.Experience and qualifications Finance or Accounting degree is required and/or professional qualification such as CA or CPA is highly desirable.Strong working knowledge and understanding of key processes involved in government budgeting and finance and in the delivery of government business including knowledge of the Financial Management Act 1994 and Standing Directions.Ability to develop reports and insights that ensure decision making and improvement initiatives are supported by data, analytics and insight.An excellent ability to methodically analyse complex scenarios and draw pertinent conclusions as well as identify actions to deliver initiatives created from those conclusions as required.Experience with a variety of business intelligence tools including but not limited to FinCloud, Power BI, Google Data Studios, Salesforce is desirable.Experience of Oracle Cloud is desirable.You will have the exciting and rare opportunity to get involved in building a modern and innovative government department that will transform government services.
