Role Purpose: The Victorian School Building Authority's (VSBA) Land Acquisition Program is a fast-paced, responsive environment made up of three teams: Forward Planning, Site & Infrastructure and Delivery. Team members collaborate to deal responsively with a range of high-volume, high impact projects. The work undertaken by the Land Acquisition teams includes collaboration with other areas of the Department of Education on provision analysis for education demand; liaison with local councils and land developers on timing for developments; undertaking site identification for future acquisition; site suitability investigations and works; valuation; negotiation with landholders (which may include developers, private individuals, other government agencies and local government authorities); ensuring compliance with relevant policies and guidelines; and negotiating contracts of sale and other relevant legal agreements. About the Role: The Senior Project Advisor within the Delivery Team is responsible for acquiring land to facilitate the construction of educational facilities throughout Victoria - including site-suitability investigations, developing strategies to mitigate risks to program, understanding of relevant planning schemes, stakeholder management with various landholders (including developers, private individuals, other government agencies and local government authorities), ensuring compliance with relevant policies and guidelines, valuations, compulsory acquisition, and negotiating contracts of sale or other relevant legal agreements. The role will also contribute to the development and implementation of Government's Best Start Best Life program from a land perspective and any other new strategic land acquisition initiatives led by the Department of Education. Qualifications and Experience: Required: Proficiency with applications including Microsoft, Excel and Sharepoint. Required: Experience in managing issues relating to land development: including valuation, contamination, cultural heritage, flora and fauna, planning, subdivisions, crown land, native title, geotechnical and servicing requirements. Required: Experience in managing the land acquisition of sites from various vendors including local council, government agencies, private individuals and developers. Required: Experience in negotiating property agreements including Contracts of Sale, leases and licences. Required: Thorough understanding and proven application of the Victorian Government Land Transaction Policy. Required: Relevant tertiary qualification in Property or related field. Required: Experience working with Councils, authorities, Government Departments/agencies and sensitive stakeholders. Required: Demonstrated experience in managing compulsory acquisitions. Desirable: Detailed understanding of the Victorian land and property legal system.
