About the opportunity
DPIRD is seeking to establish a pool of legal practitioners who are suitably experienced and qualified in providing legal advice as well as commercial and/or legislative legal services to fill SCL4 Legal Officer roles.
This pool will be valid for a period of twelve (12) months following finalisation of the process and may be used to fill other same/similar permanent and fixed term, full-time and part-time vacancies with the possibility of extension or permanency at locations listed in this advertisement. Please note, being appointed to the pool does not guarantee you a placement to a position.
What will your typical day look like?
You will work closely with the Principal Legal Officer and Director to deliver a comprehensive legal and legislative consultancy service to the Department’s executive team and the Minister.
You will provide general legal advice services, including:
1. Complex statutory interpretation and administrative decisions relevant to DPIRD’s legislative, operational, and strategic portfolio.
2. Actively participating in departmental working groups.
3. Drafting and preparing complex briefing notes.
You will also provide specialist legal input in one or both of the following legal areas:
Commercial. Specifically:
4. Providing high quality legal advice in commercial and contractual matters.
5. Drafting, reviewing and interpreting a wide range of contracts and Memoranda of Understanding.
6. Conducting risk analysis of legal aspects of commercial transactions.
7. Advising, drafting provisions and analysing legal risks with respect to intellectual property matters, which relate mainly to research arrangements.
8. Advising on compliance with government contractual requirements.
9. Undertaking or supporting related negotiations.
Legislative Services. Specifically:
10. Advising on complex statutory interpretation and administrative decision making.
11. Undertaking consultation and negotiations with other government agencies and industry on legal and policy matters relating to the interpretation and drafting of legislation.
12. Providing input into the development of significant or complex legal policy or legislation.
13. Participating in the development, review and amendment of legislation, including collaborating with department staff and providing drafting instructions to Parliamentary Counsel’s Office.
14. Drafting delegations, statutory leases, licenses, notices, management plans and orders.
15. Drafting and preparing complex briefing notes.
As a senior member of the in-house legal team, you will take a leadership role in supervising and mentoring more junior Legal Officers in the team and in supporting and evolving best practice management systems and protocols as well as driving proactive legal solutions.
