About the Opportunity
We’re searching for an individual with a passion for property management and making a difference. This role provides leadership and expertise across Council on a variety of administrative and statutory duties relating to Council’s landowner functions and responsibilities and assisting in administering third-party agreements associated with the management of Council’s physical assets.
This diverse role ensures Kangaroo Island Council works collaboratively with lessees and community partners, provides high-quality community places, generates financial returns for Council, builds and supports social inclusion and participation, and strengthens the local economy.
This exciting role will lead a small capable team and key responsibilities will include:
* Lead and negotiate strategic property matters, including the acquisition and disposal of land and property assets, to deliver community benefits and stimulate the local economy.
* Manage a portfolio of commercial properties and community lease arrangements.
* Develop and maintain a policy framework for community land, property leasing, and other related matters, ensuring compliance with policy, legislation, and industry best practices.
* Negotiate, prepare, and manage leases, licences, permits, authorisations, and other contractual arrangements.
* Ensure agreement holders and Council meet their obligations under occupancy agreements, including financial recoveries, capital works, and building maintenance.
* Lead effective relationship management with agreement holders.
* Manage the budget and financial reporting for Council’s property functions.
* Oversee processes such as road opening/closing, community land revocation, and related functions.
* Provide timely and relevant expert advice on property and land management matters.
* Lead a high-performing team, embedding organisational values, and managing activities including workforce planning, recruitment, learning and development, and performance reviews.
* Liaise with key internal and external stakeholders on various initiatives.
Qualifications & Experience
We are seeking a candidate with:
* Relevant qualifications and/or equivalent experience in governance or within a local government setting.
* A formal qualification in law, legal services, conveyancing or other Property-related fields.
* Experience in negotiating, preparing and managing a range of contractual property arrangements.
* Experience in developing agreements, policies, reports and other strategic documents.
