The key duties of the position include: LEADERSHIP Lead by example and demonstrate commitment to the sections service delivery in alignment with NLC's vision, mission, values and business priorities. Actively contribute to the overall culture of the NLC by adopting the principles of the NLC People Centred Care and Leadership model, enabling positive contributions to enhance employee engagement and job satisfaction with the section. Lead, motivate, develop, and empower team members to deliver in accordance with the Service Area priorities, and section area objectives, within a framework that drives accountability and achievement. Ensure unit leaders and the service team staff have a clear understanding of their responsibilities, and encourage open and honest, two-way communication at all levels. STRATEGY Assist with the review and assessment of service delivery within the section areas in order to identify new strategies, initiatives, and innovative courses of action to foster a culture of continuous improvement. Identify and implement strategies required to promote and support efficient and effective service delivery in relation to Minerals & Energy Unit activities. STAKEHOLDER ENGAGEMENT / RELATIONSHIPS Cultivate and maintain collaborative relationships with Traditional Owners (TO) to support the NLC TO centric relationship model and section deliverables. Build and maintain relationships with all relevant government agencies and other internal and external stakeholders to ensure compliant and effective delivery of section service deliverables. Actively assist and implement any change agendas and continuous improvement as informed and required by the Service lead in order to facilitate ongoing stakeholder commitment to outcomes. Assist with advocacy activities and where possible or relevant identify and report on opportunities for grants, partnerships and collaborations. Work closely with NLC staff, traditional Aboriginal owners, native title holders, residents of Aboriginal communities, Government representatives and commercial proponents to facilitate effective collaboration, information sharing and project management. Participate in, and facilitate expert input to, negotiations in relation to minerals and energy sector applications, granted tenements and related activities in the NLC region. Manage and oversee NLC Cultural Advisor and Cultural Manager participation in relation to minerals and energy sector activities in the NLC region. SECTION OPERATIONS Manage and oversee NLC staff, contractors and Minerals & Energy Unit activities to promote and support NLC compliance with statutory functions and duties, contractual obligations and other requirements. Monitor, report and provide advice in relation to compliance functions of the Minerals and Energy team and assist the Branch – Manager Resources & Energy to resolve instances of non-compliance. Provide the appropriate level of supervision, support, guidance, mentoring and operational processes to support section and staff performance to standards required. Ensure all units and teams are adhering to all relevant compliance, governance, legislative and budgetary requirements within their operational delivery. Draft reports and present findings and recommendations to NLC CEO and GM Land & Law (via Branch Manager – Resources and Energy) in relation to the minerals and energy sectors. Monitor and review minerals and energy exploration and production project activities and reports. Undertake budgetary planning, management, monitoring and reporting activities. Assist with the completion of reporting requirements in relation to your Service Areas statutory obligations and other external / internal reporting requirements and timeframes. Research, review and comment on submissions in response to minerals and energy sector activities, regulation, policy and other relevant matters. Drive and implement action / business plans within the section to support the achievement of NLC strategic priorities and direction. Maintain accountability and responsibility for:recruitment of vacant positions in the section the performance management of direct reports in accordance with the position requirements and NLC's organisational objectives the rostering of resources, timesheets and leave approval actively supporting relevant Learning and development activities to enhance the service delivery of your team Assist with the implementation of key transformative people related initiatives that are designed to guide the NLC into a space of contemporary and culturally safe practice whilst the NLC strives to realise its 'Activating Land and Sea Rights' and 'Building the Bush' strategies. WORK HEALTH AND SAFETY Lead by example and cultivate a work culture and environment that prioritises the wellbeing, health and safety of our staff people centred care and leadership framework. Promote and support organisational work health and safety initiatives. ESSENTIAL REQUIREMENTS Bachelor Degree in Engineering, law or equivalent relevant field. Minimum of five (5) years relevant work experience in a similar role. Minimum 5 years' experience leading a team to deliver projects, meetings and other related tasks on time and in accordance with NLC requirements. Proven experience and working understanding of the minerals and energy sectors in order to provide specialist advice to the Unit, its constituents and the NLC. Demonstrated high level cross-cultural, interpersonal and verbal communication skills with an ability to effectively liaise, engage and coordinate across an array of stakeholders (internal, traditional owners and external organisation) to build productive working relationships. Advanced written communication skills including submissions, business communication and reporting Appropriate level of health and fitness to meet the rigours of remote field work including driving long distances in a 4WD vehicle. Current C Class Drivers Licence and the ability and willingness to undertake remote travel in a manual 4WD vehicle or light aircraft. Preparedness to travel to and remain in remote locations as required. High level computer literacy skills in Microsoft Office Suite and other relevant software programs. DESIRABLE REQUIREMENTS Knowledge and understanding of the relevant legislation affecting Aboriginal land and sea management including the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth.) and the Native Title Act 1993 (Cth.). Experience working in remote Aboriginal communities or consulting with Aboriginal people. Demonstrated ability to work outside normal office hours to attend meetings where required.
