Job Summary
:
Performs Construction / Indirects discipline cost estimating and distributable cost estimates; and control activities for project and/or proposal efforts. Performs historical data analysis and maintains historical databases. Supports estimate reporting and reviews. Provides technical direction to assigned personnel when delegated. Supports training activities, as needed. Executes simultaneous tasks within broadly defined parameters.
Major Responsibilities:
Direct Disciplines & Distributions:
1. Prepares services, distributable, contractor indirect and/or capital cost estimates in specialized discipline areas using current techniques and market pricing.
2. Provides input on the level of effort required (cost/job hours) through coordination with functions and/or vendors and consolidates input for costing.
3. Performs and reviews methodology for quantity takeoffs from design drawings for multidiscipline sections and customizes forms etc. to reflect best effort.
4. Prepares detail pricing field office non-manual labor/other direct costs (ODC) and home office labor/ODCs.
5. Produces capital cost costs estimate using a crew-based approach including formation of crews from multiple disciplines. Provides detail pricing for manual labour rates.
6. Assists in developing conceptual quantities to supplement partial Design Build design documents.
7. Prepares basis and assumption documentation denoting rationale, inclusions and exclusions.
8. Develops and performs analysis of project cash models and the corresponding time value of money as the cost of working capital correlating scheduled activities and cost. Generates payment schedules.
9. Supports contingency efforts as directed.
10. Assists in developing unit staffing, job hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors, indices, and craft distribution reference data, etc., based on analysis of Bechtel and industry experience. Performs data analysis, identifies problems and makes recommendations. Identifies or defines data sources and techniques for data acquisition.
11. Prepares reports and estimate summaries for estimate reviews, as directed by supervisor. Participates in estimate reviews and presentations, as appropriate.
Overall:
12. Prepares estimate basis and assumption documentation for their area of responsibility in support of overall estimate development.
13. Supports complex order of magnitude (OOM) estimates.
14. Prepares cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area.
15. Identifies risk items and assigns risk levels to portions of the project work and identifies measures to mitigate risk in area of responsibility.
16. Interfaces with designated management personnel on specific sections of estimate presentations.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
17. Demonstrated intermediate understanding of CSA and Indirect Estimating core processes requiring minimal direction and supervision.
18. Knowledge of EPC and EPCM estimating methods, processes, and procedures, in addition to the estimate types, classifications, and components. Experience with Lump Sum Design Build estimates. Specifically understands detail level estimates and design packages.
19. Knowledge of market pricing and pricing sources in the area of specialization.
20. Broad knowledge and experience in construction estimating practices and methods.
21. Practical experience in performing quantity takeoffs, statistical analysis, and cost and price analysis. Skill in understanding technical discipline processes. Familiar with engineering and construction codes and standards.
22. Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.).
23. Understanding of cost index and escalation projections sources.
24. Full understanding of project cash flows and the corresponding time value of money as the cost of working capital.
25. Familiar with risk and contingency.
26. Excellent applied analytical and quantitative skills. Effective in utilizing metrics to provide reasonableness checks.
27. Basic knowledge of financial report systems, Controller account codes and understanding of Controller Instructions that impact estimates.
28. Proficiency in basic Microsoft software applications currently being used by Bechtel (Word, Excel, Access. PowerPoint). Knowledge of scheduling software used by Bechtel (Primavera, Microsoft Project). Proficiency in estimating applications used for discipline estimates.
29. Skilled in oral and written communication with basic presentation skills
