Procurement Manager & Network Australia & New Zealand
PURPOSE OF THE ROLE
The Head of Procurement & Network is responsible for overseeing the procurement activities and ongoing supplier management, as well as oversight of the Assistance Network strategy for Australia and New Zealand. This role involves ensuring that all procurement and supplier management processes meet the needs of the organisation while maintaining compliance with all relevant company policies, laws and regulations, including but not limited to CPS230.
The role requires the ability to adapt to the specific regulatory requirements of both countries and ensure that our procurement and supplier management approach is aligned with our group procurement process and delivers ongoing operational resilience. The role will also drive the strategic development of our local Assistance Provider Network in partnership with Group Network leadership.
KEY RESPONSIBILITIES
Supplier Selection and Management:
* Identify and evaluate potential suppliers for travel insurance and assistance related services and products.
* Negotiate contracts with suppliers to secure the best terms and pricing.
* Perform pre-onboarding and ongoing due diligence of the supplier.
* Maintain strong relationships with suppliers to ensure reliable service delivery and address any issues promptly.
* Conduct ongoing review of supplier performance.
* Develop exit plans and oversee migration processes.
Strategic Procurement Planning:
* Develop and implement procurement strategies that align with the company's goals and objectives.
* Conduct market research to stay informed about industry trends and identify cost-saving opportunities.
* Collaborate with internal departments to forecast procurement needs and plan accordingly.
* Ensure procurement practices align with the company's sustainability goals and ethical sourcing standards.
* Lead the local strategic development of the Assistance Provider Network in Australia and New Zealand to ensure EA global customers access to appropriate and quality networks, along with cost containment capability.
* Support the Group Network strategy and act as primary interface to the Group Network leadership.
* Support and oversee negotiations and drafting of network provider contracts and oversee the smooth administration of the lifecycle of provider agreements/contracts.
* Track and report on financial performance of contracts and ensure compliance with contracting guidelines.
* Act as escalation point for resolution of any significant provider service and/or quality complaints/feedback from EA users, or provider enquiries or grievances.
* Support Development and implementation of a Local Provider Network Quality and Governance Framework, including Quality auditing of key providers.
* Engagement with Group Provider Network team to leverage and support local and international capability across the business.
* Partner with Head of Assistance and Medical Director to ensure Operating cadence and frameworks are in place.
Compliance and Risk Management:
* Ensure all procurement activities comply with relevant laws, regulations, industry standards and company policies.
* Conduct regular audits to assess compliance and mitigate risks associated with supplier contracts and procurement processes.
* Monitor and manage potential risks in the supply chain to ensure business continuity.
* Ensure that the supplier database is maintained in line with group and regulatory requirements such as CPS230.
Cost Management and Budgeting:
* Prepare and manage the procurement budget, ensuring cost-effectiveness and adherence to financial targets.
* Monitor expenses and report on budget variances, implementing corrective actions as needed.
* Identify opportunities for cost reduction and efficiency improvements in procurement processes.
Contract Management:
* Oversee the creation, negotiation, and management of contracts with suppliers and service providers in collaboration with the legal team.
* Monitor contract performance and compliance, addressing any deviations or issues.
Sustainability and Ethical Sourcing:
* Promote and implement sustainable procurement practices within the organization.
* Ensure suppliers adhere to ethical standards and practices, including fair labour practices and environmental sustainability.
* Monitor and report on sustainability metrics related to procurement activities.
Stakeholder Engagement:
* Collaborate with internal stakeholders, including finance, legal, and operations teams, to understand procurement needs and support organizational initiatives.
* Serve as the primary point of contact for procurement-related inquiries and issues.
* Provide regular updates and reports to senior management on procurement activities and performance.
Technology and Process Improvement:
* Implement and manage procurement software and tools to streamline processes and improve efficiency.
* Continuously evaluate and improve procurement processes to enhance performance and reduce costs.
* Stay updated on technological advancements and best practices in procurement management.
ROLE REQUIREMENTS
* Minimum of 5 years of experience in procurement management or a similar role, preferably within the travel insurance or financial services industry.
* Experience managing or developing a network of allied health providers, and associated contracting & relationship management.
* Strong understanding of procurement systems, processes, and best practices.
* In-depth knowledge of supplier selection, contract negotiation, and vendor management.
* Familiarity with requirements of APRA CPS230 and role of procurement in delivering compliance.
* Familiarity with health, safety, and environmental regulations relevant to procurement activities.
* Experience in conducting compliance audits and managing risk.
* Proven ability to prepare and manage budgets, monitor expenses, and implement cost-saving initiatives.
* Strong analytical skills for financial planning and variance analysis.
* Ability to develop and implement procurement strategies that align with organizational goals.
* Experience in conducting market research and identifying industry trends.
* Excellent verbal and written communication skills.
* Strong interpersonal skills to build and maintain relationships with suppliers and internal stakeholders.
* Demonstrated ability to lead and manage a team of procurement professionals across multiple locations.

* Bachelor’s degree in Procurement Management, Business Administration, or a related field.
* Experience managing or developing Travel Assistance Provider networks.
* Understanding and experience of Provider management in the Australian and/or international Health care settings &/or Australian Health Insurance.
* Experience within the travel insurance/claims and/or general insurance industry, including familiarity with the specific procurement needs and challenges of the travel insurance sector.
* Experience in using data analytics to drive procurement decisions.
* Knowledge of sustainable procurement practices and ethical sourcing standards.
* Experience in implementing and promoting sustainability initiatives within procurement.
* Strong project management skills, including the ability to manage multiple projects simultaneously.
* Experience in writing plans, strategies, presentations, and reports.
