Contracts Administration (Administration & Office Support)Government - State (Government & Defence) Reporting to the CFO, the Grants and Procurement Manager will be responsible for managing and delivering LaunchVic's comprehensive grants program, as well as supporting procurements of service providers for the agency's internal operations and externally facing program activities. We are looking for an experienced Grants and Procurement Manager, with a strong understanding of delivering grants rounds and procurement processes, and third-party contract management. As a member of LaunchVic's team, you will help to ensure the agency delivers on its commitments to the Victorian startup community by contributing to and executing LaunchVic's exciting strategy and agenda for the next four years. Responsibilities Grant program delivery and management Work with the subject matter experts within the LaunchVic team to develop grant programs that support our strategy, including the development of grant guidelines, timelines, application forms and information events. Ensure proper governance of grant round processes in accordance with LaunchVic policies including developing assessment processes and assessment plans, establishment of assessment panels, documenting key meetings and outcomes and monitoring probity. Manage unsolicited grant applications in accordance with LaunchVic policies. Manage the contracting process with successful candidates, including contract negotiations and drafting (from template agreements), with support from subject matter experts, the COO and CEO. Manage LaunchVic's online grants management platform SmartyGrants. Monitor grantee performance, reviewing reporting milestones against key performance metrics, and provide status reports on progress, risks and any issues. Work constructively with grant recipients to resolve delivery issues including the development of contract variations as required. Manage grant applicant enquiries and communications to successful and unsuccessful applicants. Support the CFO with financial audits of grant recipients. Procurement Work across the LaunchVic team to support procurement activities, including assisting the drafting of request for proposals. Ensure proper governance of procurement process, in accordance with LaunchVic policies. Conduct due diligence and manage the contracting process with preferred respondents, with support from subject matter experts, the COO and CEO. Reporting Support the CFO with reporting on the grants and procurement activities, including but not limited to the LaunchVic Board and the Victorian Government Department of Jobs, Skills, Industry and Regions. Oversee grant data management in Salesforce, with support from the Assistant Accountant. Support the Marketing and Communications team to develop public facing annual reports. Other responsibilities Work closely with the Marketing and Communications team to promote grant rounds as well as positive outcomes from grant recipients. Support LaunchVic leadership and subject matter experts to manage stakeholder relations with funding recipients and state government representatives. Continued development of company systems and processes, ensuring compliance with legislation and best practice standards. Foster a culture of continuous improvement within the team. Contribute to a strong, diverse and inclusive team dynamic. Undertake other roles as required by LaunchVic, as directed by the CFO. This may include out of hours work. Skills and Qualifications Mandatory Relevant tertiary education qualification in business administration or equivalent experience. Exceptional organisational abilities, including project management skills and a high level of attention to detail. Demonstrated experience in grant and/or contract management and administration. Strong written communication skills, including an ability to draft materials for broad audiences. Strong verbal communications skills, and experience in stakeholder management. Knowledge and understanding of operating in a team environment. Ability to thrive in a small team and a highly dynamic environment. An understanding of and interest in the innovation and startup ecosystem. Experience working with diverse stakeholders including not-for-profits, corporates and academics. Experience using systems including CRMs (Salesforce), grants management software (SmartyGrants and Salesforce) and other planning tools.
