The mission of Council is to walk alongside culture, country and people to build a stronger community and does it by working together, creating real opportunities and providing services and facilities that everyone can use.Position Summary:We are seeking expressions of interest to be considered for the People and Culture Generalist role based in Darwin, Northern Territory. This is an expression of interest and there are no guarantees of employment.The People and Culture Generalist provides quality support which drives the activities within the People and Culture (P&C) function, ensuring they are understood and valued in accordance with West Daly Regional Council strategic and regional plans, agreements, policies, procedures and relevant legislation. This position supports the P&C function throughout all stages of the employee lifecycle, including the end-to-end recruitment process, induction and onboarding, development, performance management and termination.The key duties of this role include but are not limited to:Lead Recruitment Process:Develop and implement strategies and practices to attract, retain and motivate a skilled workforce in accordance with Council policy and relevant legislation including industrial relations law.Facilitate the coordination of the recruitment strategies and operations and ensure compliance with recruitment requirements across Council.Assist in the development and implementation of organisational design, workforce planning, and job design activities to prepare for current and future people challenges.Collaborate closely with the line managers to create and implement strategies and initiatives to increase the attraction of candidates to Council.Coordinate and process Requests to Recruit, labour hire requests, advertising, referrals, reference checks, pre-employment requirements and other relevant offer processes as required.Act as the primary point of contact for candidates, ensuring their smooth transition into the organisation during the recruitment process, by providing essential information, policies, and resources.Onboarding, Off boarding, and Employee Relations:Lead the onboarding process for new employees to guarantee a smooth transition into the organisationIssue Employment contracts, and various employment-related letters, such as termination letters, Casual Conversion letters, Higher Duties Allowance letters, and Abandonment of Employment letters, in compliance with the Enterprise Agreement and eligibility criteria.Facilitate the off-boarding process for departing employees.Help resolve minor employee relations issues and escalate more complex matters to the People, Culture, and Safety ManagerTraining, Development, and Performance Management:Support People, Culture, and Safety Manager in the development and implementation of training programs for employees, encompassing compliance training, diversity and inclusion initiatives, and career development opportunities.Coordinate the delivery of the training and development strategies and operations and ensure compliance with training and development requirements across Council.Facilitate the coordination and ensure compliance with mandatory learning and development requirements across Council.In consultation with line managers create strategies and programs to support mandatory and non-mandatory learning and development capability growth.Assist in the administration of performance reviews, probation reviews and feedback processes, ensuring accurate and up-to-date records are maintained regarding employee performance and development.Build a culture of performance across the organisation in line with the Performance Review process for all employees.Compliance, Record Keeping, and Document Management:Ensure that all People and Culture processes and documentation strictly adhere to relevant Fair Work regulations, West Daly Enterprise Agreement as well as the Council's internal policies and procedures.Create and maintain a well-organised system for People and Culture documents, including policies, procedures, employee records, and templatesEnsure that all Working with Children Checks, Northern Land Council Permits and Police Checks are applied for each required employee and stored in accordance with legal requirements and internal policies.Maintain employee records in the Employment Hero Platform and regularly update compliance registers.About YouTo be successful in the role, you must have:Formal qualifications in Human Resources, Business, or a related field.
