The Civil Maritime Sustainment Branch (CMSB) provides the Australian Border Force's (ABF) air and maritime surveillance capability within Australia's Exclusive Economic Zone (EEZ). This includes operating a fleet of vessels crewed by ABF officers who perform strategic patrols, tactical surveillance, and on-water law enforcement activities within the EEZ. The Branch also manages contracted surveillance aircraft, satellite, sensor systems, and logistics support to civil maritime operations. CMSB operates in a complex, challenging, and changing environment that is characterized by a high tempo of civil maritime operations. The Maritime Safety and Capability Section provides oversight of maritime safety, standards, compliance, and support arrangements to ensure the safe operation of the ABF fleet and the safety of our sea-going workforce. It is responsible for ensuring the ABF operates in compliance with Australian and international regulatory and safety frameworks including: the International Safety Management (ISM) Code, the Navigation Act 2012, Australian Maritime Safety Authority (AMSA) Marine Orders, and the Work Health and Safety Act (Cth) 2011 (WHS Act). To deliver this mission the Section manages a safety, compliance, and audit framework under the Maritime Safety Management System (SMS), undertakes incident reviews and investigations, and manages sea-going endorsements and sea service qualifications. Our ideal candidate We are seeking highly organised and detail-oriented candidates with demonstrated experience in complex operational environments to support the continued improvement of the ABF's Maritime SMS, including the Maritime Work Instructions (WI) and other work health and safety notices for sea-going crew. Our ideal candidate will have or be able to develop a working knowledge of all relevant legislation and policies and be able to interpret and apply these in a fleet management environment. They will show critical analysis and reasoning skills in identifying and addressing complex and/or sensitive issues and the ability to quickly build a sound understanding of the Australian Maritime Domain. The successful candidate will have strong communication and stakeholder engagement skills to support the Inspector, Maritime Safety, and work collaboratively with partners, stakeholders, and technical experts. They will also possess effective document management, negotiating, reporting, and project management capabilities to ensure the accurate management of the SMS. Previous experience in managing a SharePoint site will be highly regarded. Duties and responsibilities Supporting the SMS, a key legislative requirement in the maritime environment, through: Drafting, coordinating, updating, managing, and publishing operational policy and work instructions Managing the document clearance processes Managing the SMS SharePoint site Maintaining records and documentation in accordance with departmental policy Liaising with office-based and sea-going personnel across the ABF fleet, vessel managers, other internal stakeholders, and the Executive Ensuring maritime audit outcomes are managed through the appropriate governance committees. Supporting the Inspector, Maritime Safety to address and manage WHS incidents and issues and undertake risk management activities. Providing administrative support to the Inspector, Maritime Safety by drafting briefings, preparing correspondence, and contributing to the work of the Section and Branch. Demonstrate and foster positive workplace culture. Additional information Knowledge of: The ability to interpret and apply relevant Australian legislation and standards, particularly with reference to the Commonwealth's rights and obligations under the Navigation Act 2012, the Maritime Powers Act 2012, the Customs Act 1901, the Work Health and Safety Act (Cth) 2011 and other relevant statutory documents.
