Delivery Lead EPPT - Wellington (18-months Fixed Term)The Improvement, Systems and Technology (IST) team at the Ministry of Social Development is all about enabling people and partners with improved services and effective technologies so New Zealanders can easily access the support they need.MSD is embarking on an exciting transformation, and we have an extensive work programme underway.To support the delivery of our work programme, we are building our Technology Delivery Leadership practice in the Improvement, Systems and Technology Group and now are looking for a highly skilled and experienced IT Project Manager to join us.NB: Due to the makeup of our teams this role's working title will be 'Delivery Lead'.The Delivery Lead will work on the EPPT (Enterprise Portfolio & Planning Tools) project implementing Planview across the Ministry.The role reports into IST's Technology Delivery Leadership Practice Management and is responsible for ensuring EPPT project activities align with MSD IST's Technology Strategy, that appropriate project management controls are applied to assure delivery, and activities are coordinated and focused on value delivery for the Ministry.Assignments for this role may vary across the full range of Technology Portfolio delivery requiring experience in, but not limited to, EPPT application and the utilisation of varied traditional, agile and hybrid delivery models. The role will be in the Technology Foundations programme reporting to the IST Programme Director.The role is critical to ensure we continue with delivery of the EPPT project.Responsibilities:Application user training for the integration of four portfolios across MSDDelivering agreed outcomes from projects using appropriate project management techniques, collaboration, leadership and governancePlan, direct and co-ordinate activities to manage and implement a project from initiation to final transition into operational, business-as-usual management.Plan, schedule, monitor, and report on project related activitiesEnsure appropriate and effective governance arrangements and comprehensive reporting and communication policies are in place and followedWork with key stakeholders to define project scope, goals, and deliverablesWork with project managers and other delivery leads to develop detailed project plans and schedulesAllocate and manage project management resourcesMonitor project progress and report on status to executive leadershipIdentify, mitigate, and manage risks and issuesEnsure project deliverables meet quality standardsManage project budgets and financials, following financial management practicesWork with vendors and contractors as neededBuild and maintain relationships with stakeholders at all levels of the organisationImplementation and transition supportOperational handoverThe execution and completion of the Enterprise Processes, Planning & Tooling projectThe completion of delivery of current Phase 1 implementation; management of the training for the integration of 4 portfolios, implementation planning and support and transition to operational serviceThe planning and delivery of subsequent phases/releases; working with the Programme Investment Management Office and the MSD Portfolios and in line with the prioritised capabilities in the EPPT capability framework.Delivery management of the following phases for the development of EPPT projectExperience you will bring to the role:Bachelor's degree in Computer Science, Information Technology, or related fieldAt least 8 years of recent experience in IT project management, running projects of a strategic, critical and complex nature across infrastructure and application environmentsExperience leading the delivery of projects utilising a number of recognised delivery frameworks (e.g., Agile, traditional and hybrid)Experience working in large, complex environments, preferably with some experience in or supporting the public sectorExtensive experience managing the end-to-end delivery of complex system solutions, establishing and controlling project constraints and scopeKnowledge of IT service management practices including transitioning systems and solutions to operationsExpertise in project stakeholder management practices, including extensive experience managing vendors and partners in delivery of project outcomesExtensive experience managing large project budgets and sound understanding of core financial management conceptsSound understanding of the development of change and communications strategies and approaches to support project deliveryDeep knowledge of the strategic context of work programmes, including risk and issue managementExperience contributing to continuous improvements in project delivery practicesExperience leading delivery teams and fostering a positive and collaborative team environmentExcellent communication, leadership, and stakeholder management skillsCertified in one or more recognised project management methodologies (e.g., Prince2, PMP, AgilePM)We offer the opportunity to work on challenging and exciting projects with a dynamic team of IT professionals.
