We are looking for a Level 3 Risk Reduction Manager – LAND 4140 to play a key role in supporting the Land Command, Control, Communications, and Computing (LC4) Program. This position is critical to Defence’s shift from traditional large-scale acquisitions to an iterative, programmatic approach —allowing the Australian Defence Force (ADF) to stay ahead of emerging threats and technology advancements .

As a Risk Reduction Manager – LAND 4140, you will be embedded within Army Headquarters to support the LC4 Directorate. You will work alongside the Director LC4 (DLC4), SO2 Development (Major), and the LAND 4140 Project Manager to ensure the successful planning and execution of risk reduction activities .
This is a technically oriented role, requiring strong knowledge of tactical communications networks, C4 integration, and military force employment. You will be responsible for leading risk reduction efforts, collaborating with Defence stakeholders, and ensuring that project requirements are clearly defined and met .
Your role will directly support LAND 4140’s introduction into service, ensuring that the ADF is equipped with the most advanced and interoperable C4 capabilities .
As the Risk Reduction Manager – LAND 4140, you will:
1. Lead the planning, scheduling, finance management, execution, and reporting of LAND 4140 risk reduction activities.
2. Oversee studies, lab-based technical assessments, and field trials to evaluate system performance and inform project decisions.
3. Produce detailed trial reports and contribute to key project documentation, including user need statements, function and performance specifications .
Stakeholder Coordination & Capability Integration
Work closely with Defence stakeholders, including:
* Capability Acquisition and Sustainment Group (CASG)
* Chief Information Officer Group (CIOG)
* Navy, Air Force, and Joint Services
* Industry partners and technology vendors
* Diggerworks and the Land Network Integration Centre
* Act as an above-the-line representative for the Director LC4 (DLC4), ensuring smooth coordination between teams.
* Lead the weekly status reporting of LAND 4140 Land Trials (Land Trial 071 Phase 2 – Tactical Communications Network Architectures) and other project efforts.
Project Governance & Defence Capability Lifecycle Support
Participate in key governance forums, including:
* Project Coordination Meetings (PCMs)
* Integrated Project Management Teams (IPMTs)
* Capability Management Boards (CMBs)
* Technical Working Groups (TWGs)
* Industry briefings and Defence workshops
* Support Request For Tender (RFT) development, tender evaluations, and Offer Definition and Improvement Activities (ODIAs) .
* Provide technical and project management advice to Defence working groups, ensuring alignment with Defence Capability Lifecycle processes.
Introduction into Service & Capability Readiness
Support the design of Fundamental Inputs to Capability (FIC), ensuring successful introduction into service.
Collaborate with Forces Command (FORCOMD) and other functional commands to synchronize capability efforts and de-risk project outcomes .
Additional Responsibilities Over Time
Assist in evolving a programmatic approach for LC4 Capability Management.
Contribute to LC4 Governance framework improvements to enhance Defence acquisition strategies.
Support Defence Finance procedures, assisting with capability development funding (specialist finance personnel will manage transactions).
Self-manage work schedules and flag contractual risks to leadership.
Travel to military training areas and remote environments if required.
We are looking for a highly skilled Defence professional with expertise in risk reduction, tactical communications, and project management .
Strong leadership, communication, and interpersonal skills – ability to engage effectively with diverse stakeholders.
Proven experience in risk reduction or technical project management within the C4 domain .
Tertiary qualification in Project Management or equivalent One Defence Capability System training.
Technical knowledge in tactical communications networks, including:
* C4 integration between software, SOE, LANs, end-user devices, radios, and waveforms .
Hands-on experience with Defence Land C4 radio and cryptographic systems .
Understanding of Defence ICT security and encryption policies .
Previous experience in Defence finance, project scheduling, and Second Pass approvals .
Multi-disciplinary background in:
* Network security
* Software development and integration
* Business management and administration
Knowledge of ADF operational and tactical force structures .
Familiarity with the Defence Capability Lifecycle, governance frameworks, and committee processes .
Location: Canberra, ACT ( Remote work options considered ).
Extension Options: Up to two 12-month extensions ( contract could extend to 2028 ).
Engagement Type: Time & Materials Contract (230 working days per year) .
Security Clearance: NV2 preferred (NV1 may be considered with a requirement to upgrade).
