Primary Accountabilities As COO, your portfolio will likely include a range of enabling services that must support large-scale operational delivery in a complex environment. The COO will likely also be responsible for AEC regulatory and administrative functions under the Commonwealth Electoral Act including the Funding and Disclosure (FAD) Scheme. This scheme marks a significant shift in the AEC's operating model and requires strategic leadership to build agency capability as the AEC transitions to a large-scale regulator. The COO operates within an operational environment that also includes technical, policy and legal complexity and engages with diverse stakeholders while subject to significant external scrutiny.
Key responsibilities may include: Lead the AEC's enabling services, which may include organisational governance and assurance, financial and human resource management, legal services, information technology and data capability, project and change management, disclosure and compliance, corporate regulation and resource allocation. Lead and be the Senior Responsible Officer for the Funding and Disclosure Reform Program, a significant and complex transformation program with ambitious implementation timelines. Strategic leadership and organisational capability building to support the AEC's transition to a large-scale regulator. Complex stakeholder engagement and education in a technical, regulatory environment under high scrutiny. Publicly represent the AEC in a diverse range of forums, nationally and internationally. You will also need to: Further enhance the AEC's positive culture and foster a working environment that enables excellence and timely delivery, often to immutable legislated deadlines. Work closely and collaboratively with the Electoral Commissioner and the Deputy Electoral Commissioner to manage strategic, enterprise and operational risks; further enhance trust in the AEC; maintain the AEC's outstanding reputation as a high reliability organisation that delivers electoral events and associated services with the highest level of service standards and integrity. Senior leadership experience and a proven track record of leadership within a dynamic, complex and multifaceted public sector or regulatory environment. Extensive experience in a challenging and large-scale operational environment. A demonstrated ability to create and maintain a high-performance culture that delivers high quality, timely results, particularly to immutable legislated deadlines. Exceptional capability in engaging with very senior stakeholders in a complex legislative and operational environment. A proven ability to lead enabling and regulatory services. A demonstrated ability to communicate persuasively under pressure. Highly developed planning, complex problem-solving, decision-making and risk management skills. Personal integrity, resilience, accountability and a solutions-focused mindset. A deep understanding of the AEC's operating environment. Eligibility To be eligible for this position, you must be an Australian citizen. Exemptions may apply in certain circumstances, such as if you are expecting to gain citizenship. In addition, there may be an exclusion period if you have received a redundancy benefit from a previous APS employer.
This position is a position of trust. The occupants must be able to obtain and maintain a security clearance to the level of Negative Vetting Level 2 or hold a current security clearance of appropriate level.

Candidates will be required to provide assurances regarding potential conflicts of interest (political, financial and personal) and their personal financial affairs.
