About your new role
The Chief Financial and Procurement Officer (CFPO) plays a crucial leadership role in leading and steering financial and procurement strategies for the City. The position oversees financial management and reporting, procurement operations, contract negotiations, and vendor relationships, ensuring the alignment of strategic objectives with corporate outcomes. This role will implement and oversee best practice processes and systems for financial planning, dynamic reporting, risk management and governance.
With responsibility for managing multiple teams of approximately 200 staff in total, the CFPO reports directly to the Executive General Manager, Business Services, and is instrumental in delivering high-level financial leadership for a local Council with an operational budget exceeding $2.2 billion and a capital budget of over $900 million.
By cultivating relationships with internal and external stakeholders, including the Mayor, Councillors, and Committee members, this position will optimise the delivery of financial and procurement services. The CFPO will develop and maintain long-term financial plans and strategies aligned with the City’s objectives, partnering closely with service owners, asset custodians, and government entities to ensure efficient service delivery.
In addition, this position will lead and manage procurement activities, ensuring adherence to best practices in procurement, probity, and governance. You will drive continuous improvement and transformational initiatives across the branch, promoting innovation and best practices, while maintaining strong relationships with external auditors, the Audit & Risk Committee, and other regulatory bodies.
This position demands a leader who is not only technically proficient in finance and procurement but also brings strategic vision, ethical integrity, and an ability to inspire and lead a large, diverse team.
We're looking for people who have:
Ideally, the preferred candidate possesses a tertiary qualification in accounting or a related field and is a member of a recognised accounting body such as CA/CPA Australia. With proven experience in finance and procurement, you have demonstrated success in financial leadership and contract management. Your high-level verbal and written communication skills enable you to present and negotiate confidently at senior levels. Skilled in managing stakeholder relationships, you focus on customer satisfaction, engagement, and evaluating service effectiveness. Additionally, you have experience in leading transformational initiatives in finance and procurement, with a track record of delivering continuous improvement.
