The Measurement for Improvement Program (MFI) is responsible for a range of projects to support the meaningful use of indicators, analysis and data including clinical quality registries and clinical trials. These projects aim to support the feedback of safety and quality data to multiple levels of the health system including consumers, clinicians, administrators and funders. This work also supports the Commission's national health information role and commitments under the National Health Reform Act 2011, and the National Health Reform and Information Agreements. MedicineInsight operates within the MFI after the transition to the Commission in January 2023 when the Commission became the custodian of a range of Quality Use of Medicines (QUM) functions. MedicineInsight is a quality improvement program which allows general practitioners to reflect on their own patterns of prescribing and patient care and compare these with other GPs in their practice. Participating practices are offered customised quality improvement recommendations that align with best practice and identify key areas for improvement which benefit patients. The key duties of the position include Duties of the Research and Data Governance Officer will include, but are not limited to, the following: Provide expert technical advice and support to the MedicineInsight Program Manager and team to inform the appropriate and ethical use of MedicineInsight data. Oversee the effective maintenance and implementation of the health data governance framework as it relates to the MedicineInsight data collection. Manage governance to ensure quality decision-making processes and peer review for uses of health data. Manage MedicineInsight third-party data users, including audits, legal advice and processing new data access agreements and requests. Manage the General Practice Advisory Group (GPAG), including reporting to the Data Governance Committee. Provide information and expert advice to internal and external stakeholders to support the success of Commission's health data initiatives and be a source of information and advice for other teams in relation to privacy and data governance issues and obligations. Oversee the design and implementation of processes and systems that maximise access to data while maintaining relevant governance and ethics safeguards. Identify, support and if necessary, escalate particular data use scenarios within Privacy Impact Assessments (PIAs) and in line with data breach reporting and contract management processes. Support the MedicineInsight Program Manager with team planning, decision making, policy and process implementation and other work to achieve organisational objectives. Work closely with internal and external stakeholders to ensure delivered products are appropriate and fit-for-purpose. Support the Commission's privacy officer and contribute to privacy improvements activities across the organisation, such as planning developing and implement staff training initiatives to ensure an integrated privacy, ethics, data governance and information management regime, as well as a sound level of understanding of privacy and data governance requirements across the Commission.
