The Enforcement Technologies and Logistics (ET&L) section is part of the Operational Capability Branch (OCB) and is based within the Home Affairs component of the department. It works closely with key internal and external stakeholders including the Australian Border Force (ABF), to provide ongoing sustainment and support for detection technology capabilities. This includes:
* Managing transport, logistical and unpack repack service contracts, quality management services and the radiation facility licence at Container Examination Facilities
* Departmental radiation safety management responsibilities to ensure compliance with regulatory requirements
* Contract and asset management for operational technologies (X-ray, Trace Detection, Substance Identification, Radiological and other support equipment) used at the border to detect prohibited goods and facilitate the movement of legitimate trade
* Project technical support and procurement of operational technologies
* Overall design, development, management and delivery of high level operational technology training to the ABF including subject matter expertise.
Duties and responsibilities
The Procurement, Governance and Contract Management Officer will be responsible for:
* Contributing to Branch procurement activities such as open approaches to market, contract variations and Panel contracts
* Using existing government contracts, Panel arrangements and other appropriate procurement mechanisms to procure services and hardware
* Providing procurement and contract management advice and support to stakeholders in relation to contract establishment process and ongoing management including identification of opportunities to improve procurement outcomes, efficiency and value for money
* Monitoring and controlling contract whole of life costs and ensuring sufficient funds are available to support all contract payments
* As the point of contact, ensuring customer satisfaction is a high priority by coordinating and proactively resolving enquiries for the team whilst maintaining accurate and timely records.
Minimum Requirements
* The occupant of the role must hold a minimum Certificate IV in Procurement and Contracting (or equivalent) or be willing to attain as a matter of priority
* Knowledge and experience in government procurement and contract management activities is highly regarded.

* ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
* Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.
In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
