Senior Quantity Surveyor - Utilities Recruiting Company: Red Sky Personnel, on behalf of a global Tier 1 main contractorProject Location: Euston Station, HS2 project Job Overview: As the Senior Quantity Surveyor, you will be responsible for managing the cost and contract administration for the utilities section of the HS2 project. This role involves overseeing all commercial aspects of the utilities work, ensuring that contractual obligations, financial targets, and project timelines are achieved. Your expertise in utilities-related commercial management will be crucial to the success of this major infrastructure project. Key Responsibilities: Administer contractual terms and conditions for utilities suppliers, subcontractors, and service providers. Manage the incentivisation arrangements where applicable to utility partners. Evaluate and manage Early Warning Notices (EWNs) and compensation events related to utilities works. Provide regular cash flow forecasts for utilities-related activities and report expenditures against project targets. Oversee the change management process for utilities, ensuring all changes are cost-assessed and risks are properly managed. Produce monthly consolidated cost and expenditure reports for the utilities section of the project. Handle contractor and supplier claims, including adjudications and recommendations for settlement, specifically within utilities. Finalise accounts with utilities subcontractors and manage the close-out of contracts. Oversee the preparation and issuing of consultant, supplier, or contractor instructions for utilities work as required. Conduct audits and ensure the financial contingency for utilities works is properly managed. Manage utilities risk allowances, ensuring they reflect the current project program. Assist in the preparation of tender documentation for utilities-related packages and subsequent contractor engagement. Oversee the tender return process, ensuring bid analysis and negotiations lead to cost-effective solutions. Manage the payment processes for utilities subcontractors and suppliers. Support the change control process by identifying cost implications of any changes to utilities packages. Prepare final accounts for all utilities contracts and ensure close-out of all contract packages. Technical Skills and Competencies: Proven knowledge of commercial management in large-scale utilities projects. Expertise in NEC Contracts, with specific experience in utilities and infrastructure. Strong understanding of integrated reporting and change management in utilities projects. Proficient in IT applications related to commercial control for utilities packages. Behavioral Competencies: Leadership skills with the ability to lead and manage utilities-focused teams. Ability to manage both strategic and detailed aspects of utilities project delivery. Confident in presenting updates on utilities works to senior management and stakeholders. Qualifications and Experience: Extensive experience in commercial management of large-scale (£100M+) utilities projects. RICS or similar formal qualification, or proven equivalent experience managing utilities packages.
